The following is a typical sequential scenario for an emergency incident involv= ing Special Services Plan operations. While each Special Services operation wil= l be different, all will have many aspects of this model scenario. The circumsta= nce of each emergency incident will dictate the changes necessary. The scenario does not address General Emergency Response, Evacuation or Shelter-In-Place operations, but rather focuses on Special Services operations. Please see Appendices “A”, to the Evacuation Plan, Chapter VII, Emergency Response Plan, Chapter V or Shelter-In-Place Plan, chapter VIII for details involved in those plans.

 


1.1&= nbsp; The emergency requiring activation of the Special Services Plan may or may not involve an

Evacuation Protective Action or a Shelter-In-Place Protective Action. Ordinarily, the Special Services Plan operation will be activated at the initiation of Broad Area Impact Response and Alert emergency classification (Level 3) or Major Broad Area Impact Response and Alert emergency classification (Level 4), but may be proceeded by a Potential Broad Area Impact Response and Alert (Level= 2) message.

 

1.2&= nbsp; The appropriate EOR notifies the Fire chief of the Fire District responsible for the area in

which the emergency incident is occurring of the emergency, along with the recommended level (3 or 4) of emergency classification and recommend Protec= tive Action; and of the fact that he is the Incident Commander.

 

Note= : Under WV policies, the appropriate Fire Chief is normally the Incident Commander, the

jurisdi= ction Emergency Services Director is the overall Emergency Coordinator at the EOR; and

the Chi= ef elected officer of the impacted jurisdiction (County Commission President or Mayor)

has the overall responsibility for all emergency operations. If a municipality does= not have

someone qualified to serve as an Emergency Services Director, by agreement, the appropriate

County&= #8217;s Emergency Service Director may serve as the municipality’s Emergency Service

Directo= r.

1.3 The Incident Commander analyzes the information presented to him, including any=

recommended emergency classification level, and Protective Action, and makes a final decision based upon his professional judgment as to what the emergency classification level and Protective Action should be.

 

1.4 The Incid= ent Commander:

 

        &= nbsp;   A.        Designates the Incident Command Post Site.

 

B.        Designates the necessary Branch sites relevant to the emergency situation, with emphas= is on those related to Special Services. (See appropriate information discusse= d in Chapter VI, General Emergency Response Plan, Chapter VII,

1.5  The Incident Commander appoints the appropriate = senior members of the ICP Command and

General Staffs, taking into consideration the particular emergency incident.

 

1.6  The Incident Commander, if advisable, requests t= he senior staff member present at the ECC

to request the appropriate Emergency Services Di= rector to activate the appropriate EOR and to contact, brief, and coordinate the personnel to be in attendance at the EOR, besides himself, as listed in Cha= pter VI, Appendix “C”, Organization, Emergency Operations Room.

2.1 The Operations Section Chief, for the Incident Commander appoints the Branch Supervisors

for the previously selected Branch sites.

Emergen= cy Coordinator and relevant ICP staff members, directs and monitors the Branch=

Supervi= sors in the effective resolution of the incident.

 

3.1 The Emerg= ency Coordinator and relevant EOR staff maintain contact with the relevant WV

Health and Hu= man Resources Department staff through the Department’s representative at= the

WVDES and HS = EOC, as necessary to provide requested information and assistance to the

Incident Comm= ander.

 

4.1 The Incident Commander, upon determining that the emergency incident has been resolved, through consultation with his relevant ICP staff members and other responsi= ble parties (including the testing of the air quality in the Evacuation Area or= SIP Area, in an incident involving an Extremely Hazardous Substance):

A.&n= bsp;   Releases, through his Operations Section Chief, relevant emergency response personnel, vehicles, apparatus, and equipment f= rom the various branches in logical order, and directs them to check-out through the incident Reception Station, which is then deactivated, passing this information to the EOR for its information, if one has been established.

B.&n= bsp;    Informs the hospital(s), through Med Command, of the resolution of the incident.

 

C.&n= bsp;    Directs his Public Information Officer to notify the news media of the time and location for a Post Incident Media Conference.

 

D.&n= bsp;   Deactivates the ICP.
