HAZARDOUS MATERIALS INCIDENT EMERGENCY RESPONSE
PROCEDURES
FOR EMERGENCY CLASSIFICATIONS
A. Incident Location
Action
A call will be made by a responsible party from the incident site to the appropriate E-911 Center to report the incident, which= is occurring at the location, or is perceived to be occurring by the potential= ly impacted public, due to abnormal sights, sounds, or odors. The best informa= tion available shall be conveyed by the responsible party, including what, if any action is being taken by the facility, and what assistance the facility can= use from the appropriate jurisdictions emergency response resources.
B. E-911 Center Action=
The E-911 Center will take the appropriate action, b= ased upon the information received and E-911 Center protocol, including, but not limited to, dispatching initial emergency response resources to the site.= p>
II. POTENTIAL BROADER A=
REA
IMPACT RESPONSE AND ALERT (LEVEL 2)
A. Incident Location
Action
The responsible party=
at the site,
upon determining that the Limited Area Impact Response status of the incide=
nt
may escalate, including, but not limited to impacting areas beyond the faci=
lity
or immediate transportation incident site, will notify the appropriate E-911
Center of that possibility and provide the information asked for on the =
Hazardous
Materials Incident Information Request form (Appendix “B̶=
1;
of this Chapter), as well as any additional available information requested=
by
the E-911 Center.
B. E-911 Center Action=
Based upon the information provided and E-911 Center protocol, the E-911 Center will notify appropriate emergency response resou= rces to standby, and/or dispatch the appropriate emergency response resources to= the incident site and/or an appropriate staging area, along with preparing for = the activation of appropriate early warning and public communications resources= .

developed areas beyond the boundaries of the facility or immediate

B. E-911 Center Action=
Based upon information received from the responsible= party and appropriate E-911 protocol, the E-911 Center will dispatch appropriate local emergency response resources to the incident plus request hazardous material special emergency response assistance from the private sector in transportation incidents and incidents at facilities not having in-house hazardous materials emergency response teams. The E-911 Center also activat= es the appropriate early warning signal and public communications resources ap= propriate to the incident situation, and it notifies the appropriate school system, emergency response support organizations, and med-command of the situation, requesting that they prepare for involvement in the incident s needed. If t= he incident appears that it will be one of protracted length, the E-911 Center also requests the activation of the appropriate Emergency Operations Room o= n a limited basis.
IV. MAJOR BROAD AREA IMPACT
RESPONSE AND ALERT (LEVEL 4)
A. Incident Location
Action
The responsible party=
at the
incident site observes that the incident will be one of a major or complex
nature and likely to not only impact adjacent developed areas, but require =
more
emergency resources than are available locally and will take an extended pe=
riod
of time to resolve and reports these facts to the appropriate E-911 Center,
along with information from the Hazardous Materials Incident Informat=
ion
Request form, unless this information has been given earlier, in wh=
ich
case an information update is given.
B. E-911 Action
Upon receipt of the incident information from the in= cident responsible party and E-911 Center protocol, the E-911 Center dispatches appropriate emergency response resources to the incident site or staging ar= ea, activates the appropriate early warning signals and public communications resources, requests appropriate emergency response assistance through mutual aid, and notifies appropriate emergency support and med-command or the emergency situation.
