The
following is a "typical" sequential scenario for an emergency
incident involving a Protective Action. While each emergency incident will =
be
different, all those involving General Emergency Response will have aspects=
of
this model scenario. The circumstances of each General Emergency Response w=
ill
dictate the necessary changes and details for the particular Emergency
incident.
=
When
an Evacuation Protective Action is involved, also refer to Chapter VII,
Evacuation Plan. When a Shelter‑In‑Place Protective Action is
involved, also refer to Chapter VIII, Shelter‑In‑Place Plan. Wh=
en
an emergency action involving multiple injuries is involved, also refer to
Chapter IX, Special Services Plan.
=
1.1 &n=
bsp; The
emergency incident is reported to the appropriate Emergency Communications
Center (ECC).
=
NOTE: =
&=
nbsp; If
the emergency is a fixed facility type, a Broad Area Impact Response and Al=
ert
(Level 3) or Major Broad Area Impact Response and Alert (Level 4) may be
recommended for designation by a responsible Covered Facility representative
along with a Protective Action, as appropriate, along with justification
information. Depending on the particular emergency incident, prior notifica=
tion
of a Limited Area Impact Response (Level 1) and/or Potential Broader Area
Impact Response and Alert (Level 2) message may have been given to the
appropriate ECC.
=
If the emergency is a transportation type, a Lev=
el 3
or Level 4 Emergency classification notification may be recommended for des=
ignation
by a responsible emergency response or emergency management officer along w=
ith
a Protective Action, as appropriate, along with justification information.
Depending on the particular emergency incident prior notification of a Leve=
l 1
and/or Level 2 Emergency Classification notification message may have been
given to the appropriate ECC.
=
1.2 &n=
bsp; The
ECC senior staff member available passes the Emergency Classification Level=
and
Protective Action recommendations, along with justification information, to=
the
appropriate Incident Commander. If the initial report of an emergency incid=
ent
is received from someone other than the persons referred in the 1.1 Note ab=
ove,
the ECC senior staff member available may attempt, time permitting, to veri=
fy
the report with an appropriate emergency response or emergency management
representative.
=
1.3 The Incident Commander will
then, based upon the information and recommendations, make a decision as to=
the
Emergency Classification Level and Protective Action.
NOTE: &nb=
sp; Under
WV policies, the appropriate Fire Chief is normally the Incident =
Commander. The jurisdiction Emergency Services Director is the
overall =
Emergency Coordinator at the EOR; and the chief elected officer of t=
he =
impacted jurisdiction (County Commission President or Mayor has the
overall
responsibility for all emergency operations). If a municipality does=
not
have &n=
bsp;
someone qualified to serve as its Emergency Service Director, by agr=
eement,
the appropriate County Emergency Services Director may serve as an
Emergency Service Direc=
tor
for the municipality.
=
1.4 The ECC Senior staff member activa=
tes
the appropriate early warning signals, upon direction of the Incident Comma=
nder.
=
1.5 The ECC Director, or senior
staff member available implements full emergency staffing procedures, as
appropriate.
=
1.6 The Incident Commander:
a.&=
nbsp; Requests
the appropriate ECC senior staff representative available to activate the
Emergency Assisting System, sirens, Weather Tone Alert Radio Units, and
the cable television
intercept operations where available, to provide information to the impacted
public about the appropriate Protective Action.
b.&=
nbsp; Requests
the appropriate ECC senior staff representative available to reinforce the
early warning signals and information transmitted by 1.3 and 1.6a. above wi=
th
the dispatch of appropriate emergency response units into the impacted area=
to
information by mobile public address message, as necessary. Such units upon
completion of this task, will be further utilized for tasks under 2.1 and 2=
.2
listed below.
c.&=
nbsp; Requests
the ECC senior staff representative available to notify special
facilities (schools, colleges, day care centers, institutions, etc.)=
, in
the =
impacted area which may not have tone alert radios about the appropr=
iate =
Protection Action, as necessary.
=
d.&=
nbsp; Requests
the ECC senior staff representative available to dispatch =
appropriate
law enforcement units to key Traffic Diversion locations; until such time as a =
Sector
Chief Traffic Diversion is appointed and responsible for Traffic Diversion
operations under the direction of the Incident Commander.
=
1.7 =
The Incident
Commander also designates:
=
a. =
The Incident
Command Post site at a logical and safe location.
=
b. =
The boundar=
ies of
the Incident area, including the Hot, Warm, and Cold Zones, as appropriate.=
c.&=
nbsp; The
location of the incident Reception Station.
d.&=
nbsp; The
location of the Staging Area, a location away from the Command Post and safe
for the emergency incident reserve personnel, apparatus, vehicles, and
equipment.
=
e. =
The locatio=
n of
his Public Information Office, a location away from the ICP and safe for ne=
ws
media representatives and PIO personnel.
=
f. =
The locatio=
n of a
Decontamination Station, adjacent to the Warm Zone, if Extremely Hazardous
Materials are involved in the incident.
=
g. =
Other appro=
priate
tactical sites (Triage/Treatment, EMS Transportation, Search and Rescue,
Evacuation Area, SIP Area, Evacuation Reception Site, etc.) as necessary.
=
1.8 The Incident Commander appoints Branch Chiefs and other core personnel of his Command and General Staffs, in keeping with actions taken under 1.6 D. and = 1.7 B. through F. and in accordance with the NIMS.
=
1.9 The Incident Commander reque=

if appropriate, the appropriate ECC senior representative available to requ=

2.1 &= nbsp; The Operations Section Chief, upon appointment by the Incident Commander, reque= st through the appropriate ECC or EOR that appropriate law enforcement units, after checking in at the incident Reception Station, be assigned to:=

The Staging=
Area
to be in reserve for further activity.
b. =
The SIP Area
and/or Evacuation Area to assist in providing early warning information to =
the
residents of the areas.
c. =
The Traffic
Diversion operation, to assist with routing traffic around the incident area
and controlling entrance into the incident area.
d. =
Other emerg=
ency
area sites as needed for the service needed.
2.2 &=
nbsp; The
Operations Section Chief, for the Incident Commander, requests through the =
ECC
or EOR that additional fire service units, after checking in at the incident
Reception Station, be assigned to:
a. =
The Staging=
Area
to be in reserve for subsequent use.
b. =
The Inciden=
t Site
to assist in the resolution of the emergency problems, as appropriate.
c. =
The SIP Area
and/or Evacuation Area to assist in the provision of early warning informat=
ion
to the residents involved.

Diversion operation, to assist with routing traffic around the incident

3.1 &=
nbsp; The EOR Coordinator and
staff, when the EOR is established, at the request of the Incident Commander
monitor and coordinate incident activities, including;
=
a. =
Dispatching,
through the adjacent ECC, additional emergency response units to the Staging
Area, after checking in at the incident Reception Station, as a reserve for
subsequent use.
=
b. =
Providing
strategic information and intelligence to the Incident Commander and his
Command and General Staffs.
=
c. =
Providing
technical information to the Incident Commander and his Command and General
Staffs.
=
d. =
Providing
additional supplies and materials to operation points in the emergency inci=
dent
area.
=
e. =
Providing r=
elief
personnel for emergency services operations as needed.
=
f. =
Providing
“Move Up” coverage in areas where primary providers area involv=
ed
in the emergency incident.
=
g. =
Providing a
variety of liaison contacts for the Incident Commander and his Command and =
General
Staffs.
=
h. =
Providing
whatever other needed assistance to the Incident Commander and his Command =
and
General Staffs that is necessary.
4.1 &=
nbsp; The
Incident Commander, upon determining that the emergency incident has been
resolved including monitoring the air quality in the emergency incident are=
a,
if the incident involved Extremely Hazardous Materials as defined by EPCRA)=
:
a.&=
nbsp; Authorizes
return of persons impacted by the emergency incident from Evacuation Recept=
ion
Sites and other points outside the incident area, and the All Clear signal =
for
residents Sheltering In Plate at this time.
b.&=
nbsp; After
completion of assisting with “A”, immediately above, releases
emergency response units from the various emergency Incident site locations=
in
a logical and orderly manner, including having all of them check-out at the
incident Reception Station.
c.&=
nbsp; Directs
the Public Information Officer to set up a time and place for a Post Incide=
nt
Media Conference.
d.&=
nbsp; Deactivates
the ICP, releasing his Command and General Staff personnel after informing =
the
EOR of his immediate above actions (“A” through “C”=
).
e.&=
nbsp; Attends
the Post Incident Media Conference with key members of his Command and Gene=
ral
Staffs and with an appropriate member of the EOR staff.
f.&=
nbsp; At
a time reasonably close to the end of the incident, takes part, with key
members of his Command and General Staffs and the EOR staff in a critique of
the emergency incident.
