A. &n= bsp;      INTRODUCTION

        =    

Effective emergency response is dependent upon the coordination and cooperation of emergency management, emergency communications, law enforcement, fire, emergency medical services and various other public, private non‑prof= it and private organizations that may be called upon to perform duties in an emerg= ency situation. Each incident may differ by type, area and impact, but the basic responsibilities of the involved organizations remain the same. The followi= ng plan is established to ensure effective emergency response.

Information in other C/WLEPC Emergency Response Plan components and in Cabell County and Wayne County Emergency Operations Plans will impact on this General Emergen= cy Response Plan and where appropriate, should be considered part of this Plan. Likewise, the General Emergency Response Plan, where appropriate, should be used in conjunction with other C/WLEPC Emergency Response Plan components a= nd the Emergency Operations Plans of Cabell and Wayne Counties.

B. &n= bsp;      PURPOSE

        =    

The purpose of this Plan is to outline actions to be taken in response to a wide variety of natural, technological, and civil emergencies to assure the coordinated efforts of the involved relevant emergency management, emergency communications, and emergency response organizations that would be involved= in a general emergency response activity.

        =    

Examples of possible emergencies that could activate this plan would be a flood, sev= ere windstorm, hazardous materials leak or emission, or terrorism, or civil disturbance.

        =    

C. &n= bsp;      COMPONENTS

        =    

The primary components of a General Emergency Response are discussed below.

        =    

1.  &n= bsp;      Incident Command Post  (Non‑T= ransportation type emergencies)

          =   

The Incident Command Po= st will be located at a logical and safe location in the vicinity of the emergency.= The Incident Command Post will be staffed by the Incident Commander and the appropriate staff personnel. If and when an Emergency Operation Room (EOR) = is activated (Level 3 or Level 4 Emergency Response) the emergency situation coordination becomes the responsibility of the appropriate Emergency Servic= es Director at the EOR, while the Incident Commander remains responsible for f= ield operations direction and observation.

 

C.        COMPONENTS (Continued)

1.  &n= bsp;      Incident Command Post  (Transportat= ion type emergencies) (Continued)

        =    

The Incident Command Po= st will be located at a logical and safe location in relation to the transportation emergency incident. The Incident Command Post will be staffed with the Inci= dent Commander and the appropriate staff personnel. If and when an Emergency Operations Room is activated (Level 3 or Level 4 Emergency Response), the emergency situation coordination becomes the responsibility of the Emergency Services Director at the EOR, while the on‑site Incident Commander remains responsible for Incident Site direction and observation.

        =    

2.  &n= bsp;      Incident Commander

        =    

While the Incident Comm= ander (IC) will normally be the Fire Chief of the jurisdiction initially impacted= by the emergency incident, if the incident primarily is concerned with law enforcement, mass casualty, public health, etc. matters, the Fire Chief may transfer the IC responsibilities to another more qualified individual in the relevant field of expertise. The IC is assisted by members of his/her Comma= nd Staff and General Staff, including an Operations Chief who directs the following components and the Branch Supervisors who are in charge of them (= with the exception of the Public Information Officer, who is also on the IC̵= 7;s staff. (Refer also to Chapter I, Appendix “F” The National Inci= dent Management System (NIMS) and to Appendix” “C” of this Chapter, The Incident Command System (ICS).

           =  

3.  &n= bsp;      Reception Area

 

All emergency response personnel, apparatus, vehicles, and equipment will check in at the incident Reception Area, which will be located at a logical point outside of the act= ive incident area, and will from this location be dispatched to either the Stag= ing Area(s) or to a specific point at the incident, upon the direction of the I= C, upon the request of his Operations Chief. A Branch Supervisor, reporting to= the Operations Chief will be responsible for the Reception Area.

 

= 4.      =             S= taging Area

 =

The Staging Area will be established at a logical and safe point near the emergency incident, where reserve personnel, apparatus, vehicles, and equipment will be held until ne= eded at a specific point of the incident area, at the direction of the IC, upon = the request of the Operations Chief. A Branch Supervisor, reporting to the Operations Chief will be responsible for the Staging Area.

C.        COMPONENTS (Continued)

5.  &n= bsp;      Public Information Post

        =    

The Public Information = Post, located at a safe and logical point, adjacent to the ICP itself (but far enough awa= y so that the IC will not be interfered with by news media representatives) will= be manned by the PIO, who will be the contact point for the news media representatives. The PIO will have periodic news releases available during = the incident, and will answer all pertinent questions of the news media representatives.

        =             &nb= sp;  

6.  &n= bsp;      Incident Site

        =    

The Incident Site will = be the immediate area involved by the emergency incident situation. A Branch Supervisor reporting to the Operations Chief will be responsible for this s= ite operation.

        =    

7.  &n= bsp;      Decontamination Station

        =    

The Station will be loc= ated at the direction of the Incident Commander at a logical point adjacent to the emergency Incident Site with qualified and properly equipped and trained personnel, who will set up decontamination equipment and decontaminate all victims, emergency response personnel, other persons, and vehicles at the I= ncident Site, who or which become contaminated, prior to their entering "clean" areas. A Branch Supervisor, reporting to the Operations C= hief will be responsible for the supervision of the Decontamination Station.

8.  &n= bsp;      Triage/Treatment Area

           =  

The Triage/Treatment Ar= ea will be that location designated by the Incident Commander that is safe and adja= cent to the emergency Incident Site, where, when there are a multitude of causalities, a qualified physician(s), EMS personnel, and/or registered nurse(s) will examine the casualties, set priorities for immediate treatmen= t, and provide primary emergency medical treatment for the stabilization of causalities prior to EMS Transport to a hospital. A Branch Supervisor, reporting to the Operations Chief will be responsible for the supervision of the Triage/Treatment Area.

9.  &n= bsp;      EMS Transportation Area

        =    

The EMS Transportation = Area will be that location designated by the Incident Commander that is safe and adjacent to the Triage/Treatment Area, where casualties from the Triage/Treatment Area are transported to appropriate hospitals by EMS perso= nnel in ambulances. A Branch Supervisor, reporting to the Operations Chief will = be responsible for the supervision of the EMS Transportation Area.        =

10.  &= nbsp;    Traffic Diversion/Site Security Operation

        =    

Law enforcement units and if necessary, because of their ready availability, fi= re response units (those from the jurisdiction itself and any units from other jurisdiction requested under mutual aid) will be responsible for traffic diversion, incident perimeter control and such other traffic control and security service as designated by the Incident Commander. A Branch Supervis= or, reporting to the Operations Chief will be responsible for the supervision of the Traffic Diversion and/or Site Security Operation. The relevant Emergency Communications Center may dispatch necessary traffic diversion units prior = to the operation of the Incident Command Post. When the ICP is established, the Incident Commander becomes responsible for traffic diversion and site secur= ity assignments through his/her Operations Chief.

11.  &= nbsp;    Emergency Operations Room 

        =    

The relevant Emergency Operations Room (EOR) will be activated upon the request of the IC, whenever the emergency situation reaches Level 3 and/or Level 4 and/or is appropriat= e. It will be located preferably adjacent to the jurisdiction Emergency Communications Center, at a pre‑designated site with appropriate furnishings, lighting, utilities, computer equipment, communications equipm= ent, resource data, and so forth. It will be responsible for resource provisions, strategic advice to the Incident Commander, and whatever other assistance it can provide to the Incident Commander. The appropriate Emergency Services Director will serve as the EOR coordinator.

12.  &= nbsp;    Evacuation Reception Site

        =    

An Evacuation Reception= Site(s) (ERSs) will be activated as necessary by the Incident Commander when an Evacuation Protective Action is implemented. The ERS(s) will be located at logical facilities, safely away from the emergency incident area and staffe= d by the American Red Cross or Salvation Army. The senior ARC or SA officer pres= ent at the ERS(s) will serve as the Branch Supervisor(s) for the supervision of= the ERS(s) operations, reporting to the Operations Chief.

13.  &= nbsp;    Evacuation Area

        =    

When an Evacuation Area= is designated by the Incident Commander, a Branch Supervisor, reporting to the Operations Chief will be responsible for providing the necessary services to assist the evacuees in leaving the Evacuation Area, to transport the evacue= es that are not transported by private vehicle to and from the Evacuation Reception Site(s), and to secure the

perimeters of the Evacu= ation Area.

 

D. &n= bsp;      PROTECTIVE ACTIONS

        =  

The following Protective Actions may be implemented at a Level 3 Response Alert= or Level 4 Major Event Alert.

1.&n= bsp;            Shelter-In-Place

        &= nbsp;   2.  &n= bsp;      Prepare to Evacuate

        &= nbsp;   3.  &n= bsp;      Evacuate

NOTE:  &nb= sp;         When applicable, Protective Actions 1. and 2. may be combined.=

 

 

E.        EMERGENCY RESPONSE PLAN RESPONSIBILITIES

        =   

1.      = ;   Emergency Communications Center

        =  

        &= nbsp;   a.         = Determines nature and location of the emergency.

        &= nbsp;   b.  &n= bsp;      Instructs caller to remain on the line.

            c.  &n= bsp;      Dispatches the appropriate emergency response units (law enforcement fire, emergency medical service).

        &= nbsp;   d.  &n= bsp;      Requests additional information from the caller as necessary.

        &= nbsp;   e.         = Advises all units using the relevant radio frequencies that the frequencies are restricted to emergency traffic only.

            f.  &n= bsp;       Continues to communicate to emergency response units not involved with the specific emergency situation as necessary.

            g.  &n= bsp;      Responds to any requests from the Incident Command Post until the Emergency Operatio= ns Room is activated.

 

2.  &n= bsp;      Police Department/Sheriff's Department

        =  

            a.  &n= bsp;      Reports emergency incident assessment findings to the appropriate Emergency Communications Center, if first at the Emergency Incident Site.

 

        &= nbsp;           &nbs= p;   If the emergency incident involves railroad cars, the OREIS database, which wi= ll identify the contents of the railroad car by Placard number, can be accesse= d by contacting the Cabell County or Wayne County Emergency Communications Cente= r as appropriate.

 

        &= nbsp;   b.         = Initiates life saving actions as necessary, as appropriate, if qualified fire and/or emergency medical service personnel will not be immediately available.=

2.  &n= bsp;      Police Department/Sheriff’s Department (Continued)=

 


c.&= nbsp;        Establishes and monitors pedestrian and vehicular emergency Incident Site        =             &nb= sp;            =      perimeter control at the appropriate distance, depending on the natu= re of the        =                    =          emergency incident.

        =    

d.  &n= bsp;      Implements the appropriate traffic diversion.

 

        &= nbsp;   e.         = Maintains clear access to emergency Incident Site for emergency response and other official vehicles.

        =  

        &= nbsp;   f.  &n= bsp;       Assists in the Protective Action notification procedures and pedestrian and/or vehicular traffic direction if the Evacuation Protective Action is implemen= ted, at the emergency Incident Site or in the area(s) that is/are or could be impacted upon by the emergency incident (See Evacuation Plan, Chapter VII).=

        &= nbsp;   g.  &n= bsp;      Assists in the Protective Action notification of persons to Shelter‑In‑= Place at the emergency Incident Site and/or the areas that the emergency incident= may impact upon (See Shelter‑In‑Place Plan, Chapter VIII).

          

        &= nbsp;   h.  &n= bsp;      Establishes and maintains perimeter and/or interior security of the Evacuation Area whe= n it is vacated (See Evacuation Plan, Chapter VII).

        &= nbsp;   i.  &n= bsp;       Carries out additional instructions from the appropriate Incident Command        =       structure as required.

        =  

NOTE A: =       The following guidelines will be adhered to for hazardous material emergencies:=

        =  

           &= nbsp;            a.         = Stop pedestrian and vehicular traffic, including law enforcement vehicles, at le= ast 500 feet from the emergency Incident Site in any direction,

 

        &= nbsp;           &nbs= p;   b.  &n= bsp;      Do not drive through any vapor clouds,

        &= nbsp;           &nbs= p;  

        &= nbsp;           &nbs= p;   c.  &n= bsp;      Make initial approach upwind, and

 

        &= nbsp;           &nbs= p;   d.  &n= bsp;      Approach the emergency Incident Site no closer than is necessary to determine the na= ture of the emergency incident and always approach upwind.

NOTE B:  = ;      If sufficient law enforcement manpower is not available to carry out the        =          necessary duties as outlined above in a specific jurisdiction, separ= ate additional law enforcement personnel as necessary will be requested on a mu= tual aid        =    

basis from other law enforcement organizations (municipal, county, state) by the        =             &nb= sp;        Incident Command Post and/or EOR as appropriate. Fire fighting perso= nnel may        =             &nb= sp;        be used for traffic diversion purposes if necessary.

3.  &n= bsp;      Fire Department

         

            a.  &n= bsp;      Reports emergency incident assessment findings to the appropriate Emergency       Communications Center, if first at the emergency Incident Site.

 

        &= nbsp;           &nbs= p;   f the emergency incident involves railroad cars, the OREIS database, which wi= ll identify the contents of the railroad car by Placard number, can be accesse= d by contacting the Cabell County or Wayne County Communications Center as appropriate.

        &= nbsp;   b.  &n= bsp;      Institutes rescue and EMS actions as necessary and appropriate.

        =  

        &= nbsp;   c.  &n= bsp;      Provides fire prevention, control, and/or suppression as appropriate.        =

d.&= nbsp;        Monitors all radio traffic in order to maintain knowledge of the emergency situation= .

 

        &= nbsp;   e.         = Assists in the Protective Action notification procedures if Evacuation Action is implemented at the emergency Incident Site or in the area(s) that is/are or could

            a.  &n= bsp;      Reports the emergency incident assessment findings to the appropriate        =     Emergency Communications Center, if first at the emergency Incident Site.

 

        &= nbsp;           &nbs= p;   If the emergency incident involves railroad cars, the OREIS database, which wi= ll identify the contents of the railroad car by Placard number, can be accesse= d by contacting the Cabell County or Wayne County Emergency Communications Cente= r as appropriate.

 

        &= nbsp;   b.  &n= bsp;      Establishes and operates a Triage/Treatment Area adjacent to the emergency        =    Incident Site, and institutes emergency medical assistance, as necessary. (See special Services Plan, Chapter IX).

        &= nbsp;           &nbs= p;   c.  &n= bsp;      Make initial approach with ambulance(s) from upwind.

d.      =             Wear approp= riate protective clothing and use proper self‑contained <= /p>

        &= nbsp;   breathing apparatus when removing victims from the emergency site, as appropriate.

            a.         = Prepares for acute, full, medical treatment of causalities of the emergency incident including receiving training for resolution of injuries caused by exposure = to specific hazardous materials.

        &= nbsp;   b.  &n= bsp;      Monitors all relevant radio traffic through Medical Operations        =            Communications Center (Med Command) to maintain knowledge of the

        &= nbsp;           &nbs= p;   emergency situation.

        &= nbsp;   c.  &n= bsp;      Maintains communications with emergency medical units through Medical        =       Operations Communications Center (Med Command) to provide treatment,= advice, hospital destination advice.

        =  

        &= nbsp;   d.  &n= bsp;      Provides acute, full, emergency medical treatment for incoming victims of the emerge= ncy incident.

6.  &n= bsp;      Public Works Department/State Highway Division

        =  

            a.  &n= bsp;      Provides equipment and manpower for emergency construction, demolition, repair, and maintenance projects related to the emergency incident.

        &= nbsp;   b.  &n= bsp;      Provides for the installation of traffic diversion barricades and related signage.

        =       

        &= nbsp;   c.  &n= bsp;      Carries out additional instructions from the Incident Command structure.=

 

NOTE A:  <= span style=3D'mso-tab-count:1'>     In the event the = Public Works Department in a municipality in which the emergency takes place needs additional assistance, due to the size of the responsibility or the complex= ity of the emergency, manpower and/or equipment will be requested from other municipal public works departments, the WV State Highway Division, private firms or public utilities as appropriate. If the emergency is in an unincorporated area, primary response will be from the State Highway Divisi= on and private organizations.

        &= nbsp;   c.  &n= bsp;      Appraises off‑site emergency response units assisting in on‑site resoluti= ons of emergency situations.

        &= nbsp;   d.  &n= bsp;      Works with off‑site emergency response units in the appropriate Incident Command System in emergency situations.

8.         American Red Cross/Salvation Army (See Evacuation Plan, Chapter VII and Special Services Plan, Chapter IX)

        &= nbsp;   a.  &n= bsp;      Provides staffing and equipment for Evacuation Reception Site(s).<= /p>

        =  

        &= nbsp;   b.  &n= bsp;      Provides food service for the persons evacuated to the Evacuation Reception Site(s).=

c.=         = Provides short term housing service for the persons evacuated to the        =   Evacuation Reception Site(s).

 

        &= nbsp;   d.  &n= bsp;      Provides basic medical maintenance service for the persons evacuated to the Evacuati= on Reception Site(s).

 

        &= nbsp;   e.  &n= bsp;      Assists WV Human Services Division personnel in the provision of social        =        services for the persons evacuated to the Evacuation Reception Site(= s) when the evacuation period is long term.

            f.  &n= bsp;       Provides long term housing assistance for the persons evacuated to the Evacuation Reception Site(s) when the emergency has made prior housing facilities uninhabitable.

9.  &n= bsp;      Public Transportation Agency (See Evacuation Plan, Chapter VII)

            =             P= rovides buses with appropriately qualified drivers for transportation of those pers= ons evacuated from the Evacuation Area(s), that do not have access to private transportation, to the Evacuation Reception Site(s), and returns such perso= ns to the Evacuation Area(s) from Evacuation Reception Site(s) after the emerg= ency incident is resolved.

10.  &= nbsp;    Public School System (See Special Services Plan, Chapter IX)=

        &= nbsp;   a.  &n= bsp;      Provides Evacuation Reception Site(s) when requested.

        &= nbsp;   c.  &n= bsp;      Provide additional equipment, and/or manpower (Highway Division, DES and HS)
