Effective
emergency response is dependent upon the coordination and cooperation of
emergency management, emergency communications, law enforcement, fire,
emergency medical services and various other public, private non‑prof=
it and
private organizations that may be called upon to perform duties in an emerg=
ency
situation. Each incident may differ by type, area and impact, but the basic
responsibilities of the involved organizations remain the same. The followi=
ng
plan is established to ensure effective emergency response.
=
Information
in other C/WLEPC Emergency Response Plan components and in Cabell County and
Wayne County Emergency Operations Plans will impact on this General Emergen=
cy
Response Plan and where appropriate, should be considered part of this Plan.
Likewise, the General Emergency Response Plan, where appropriate, should be
used in conjunction with other C/WLEPC Emergency Response Plan components a=
nd
the Emergency Operations Plans of Cabell and Wayne Counties.
=

The
purpose of this Plan is to outline actions to be taken in response to a wide
variety of natural, technological, and civil emergencies to assure the
coordinated efforts of the involved relevant emergency management, emergency
communications, and emergency response organizations that would be involved=
in
a general emergency response activity.
=
Examples
of possible emergencies that could activate this plan would be a flood, sev=
ere
windstorm, hazardous materials leak or emission, or terrorism, or civil
disturbance.
=

The
primary components of a General Emergency Response are discussed below.

Command Post (Non‑T=
ransportation
type emergencies)
=
The Incident Command Po= st will be located at a logical and safe location in the vicinity of the emergency.= The Incident Command Post will be staffed by the Incident Commander and the appropriate staff personnel. If and when an Emergency Operation Room (EOR) = is activated (Level 3 or Level 4 Emergency Response) the emergency situation coordination becomes the responsibility of the appropriate Emergency Servic= es Director at the EOR, while the Incident Commander remains responsible for f= ield operations direction and observation.

The Incident Command Po= st will be located at a logical and safe location in relation to the transportation emergency incident. The Incident Command Post will be staffed with the Inci= dent Commander and the appropriate staff personnel. If and when an Emergency Operations Room is activated (Level 3 or Level 4 Emergency Response), the emergency situation coordination becomes the responsibility of the Emergency Services Director at the EOR, while the on‑site Incident Commander remains responsible for Incident Site direction and observation.

Commander

While the Incident Comm= ander (IC) will normally be the Fire Chief of the jurisdiction initially impacted= by the emergency incident, if the incident primarily is concerned with law enforcement, mass casualty, public health, etc. matters, the Fire Chief may transfer the IC responsibilities to another more qualified individual in the relevant field of expertise. The IC is assisted by members of his/her Comma= nd Staff and General Staff, including an Operations Chief who directs the following components and the Branch Supervisors who are in charge of them (= with the exception of the Public Information Officer, who is also on the IC̵= 7;s staff. (Refer also to Chapter I, Appendix “F” The National Inci= dent Management System (NIMS) and to Appendix” “C” of this Chapter, The Incident Command System (ICS).

bsp; Reception
Area
All emergency response personnel, apparatus, vehicles, and equipment will check in at the incident Reception Area, which will be located at a logical point outside of the act= ive incident area, and will from this location be dispatched to either the Stag= ing Area(s) or to a specific point at the incident, upon the direction of the I= C, upon the request of his Operations Chief. A Branch Supervisor, reporting to= the Operations Chief will be responsible for the Reception Area.

taging
Area
The Staging Area will be established at a logical and safe point near the emergency incident, where reserve personnel, apparatus, vehicles, and equipment will be held until ne= eded at a specific point of the incident area, at the direction of the IC, upon = the request of the Operations Chief. A Branch Supervisor, reporting to the Operations Chief will be responsible for the Staging Area.

Information Post

The Public Information = Post, located at a safe and logical point, adjacent to the ICP itself (but far enough awa= y so that the IC will not be interfered with by news media representatives) will= be manned by the PIO, who will be the contact point for the news media representatives. The PIO will have periodic news releases available during = the incident, and will answer all pertinent questions of the news media representatives.

Site

The Incident Site will = be the immediate area involved by the emergency incident situation. A Branch Supervisor reporting to the Operations Chief will be responsible for this s= ite operation.

bsp; Decontamination
Station
=
The Station will be loc= ated at the direction of the Incident Commander at a logical point adjacent to the emergency Incident Site with qualified and properly equipped and trained personnel, who will set up decontamination equipment and decontaminate all victims, emergency response personnel, other persons, and vehicles at the I= ncident Site, who or which become contaminated, prior to their entering "clean" areas. A Branch Supervisor, reporting to the Operations C= hief will be responsible for the supervision of the Decontamination Station.

bsp; Triage/Treatment
Area
=
The Triage/Treatment Ar= ea will be that location designated by the Incident Commander that is safe and adja= cent to the emergency Incident Site, where, when there are a multitude of causalities, a qualified physician(s), EMS personnel, and/or registered nurse(s) will examine the casualties, set priorities for immediate treatmen= t, and provide primary emergency medical treatment for the stabilization of causalities prior to EMS Transport to a hospital. A Branch Supervisor, reporting to the Operations Chief will be responsible for the supervision of the Triage/Treatment Area.

Transportation Area
=
The EMS Transportation = Area will be that location designated by the Incident Commander that is safe and adjacent to the Triage/Treatment Area, where casualties from the Triage/Treatment Area are transported to appropriate hospitals by EMS perso= nnel in ambulances. A Branch Supervisor, reporting to the Operations Chief will = be responsible for the supervision of the EMS Transportation Area. =
C. COMPONENTS

Diversion/Site Security Operation

Law
enforcement units and if necessary, because of their ready availability, fi=
re
response units (those from the jurisdiction itself and any units from other
jurisdiction requested under mutual aid) will be responsible for traffic
diversion, incident perimeter control and such other traffic control and
security service as designated by the Incident Commander. A Branch Supervis=
or,
reporting to the Operations Chief will be responsible for the supervision of
the Traffic Diversion and/or Site Security Operation. The relevant Emergency
Communications Center may dispatch necessary traffic diversion units prior =
to
the operation of the Incident Command Post. When the ICP is established, the
Incident Commander becomes responsible for traffic diversion and site secur=
ity
assignments through his/her Operations Chief.

11. &=
nbsp; Emergency
Operations Room
=
The relevant Emergency Operations Room (EOR) will be activated upon the request of the IC, whenever the emergency situation reaches Level 3 and/or Level 4 and/or is appropriat= e. It will be located preferably adjacent to the jurisdiction Emergency Communications Center, at a pre‑designated site with appropriate furnishings, lighting, utilities, computer equipment, communications equipm= ent, resource data, and so forth. It will be responsible for resource provisions, strategic advice to the Incident Commander, and whatever other assistance it can provide to the Incident Commander. The appropriate Emergency Services Director will serve as the EOR coordinator.

12. &=
nbsp; Evacuation
Reception Site
=
An Evacuation Reception= Site(s) (ERSs) will be activated as necessary by the Incident Commander when an Evacuation Protective Action is implemented. The ERS(s) will be located at logical facilities, safely away from the emergency incident area and staffe= d by the American Red Cross or Salvation Army. The senior ARC or SA officer pres= ent at the ERS(s) will serve as the Branch Supervisor(s) for the supervision of= the ERS(s) operations, reporting to the Operations Chief.

nbsp; Evacuation
Area
=
When an Evacuation Area= is designated by the Incident Commander, a Branch Supervisor, reporting to the Operations Chief will be responsible for providing the necessary services to assist the evacuees in leaving the Evacuation Area, to transport the evacue= es that are not transported by private vehicle to and from the Evacuation Reception Site(s), and to secure the
perimeters of the Evacu= ation Area.
