A. INTRODUCTION
=
Effective emergency preparedness includes not only emergency response action from governmental and volun= teer organizations, but appropriate action by the persons impacted upon by the particular emergency. The fol= lowing plan is established to ensure effective action in case it is necessary to implement the Evacuate Protection Action alternative for the persons impact= ed upon.
=
Information
in other C/WLEPC Emergency Response Plan components and in Cabell County and
Wayne County Emergency Operations Plans will impact on this Evacuation Plan,
and where appropriate should be considered part of this Plan. Likewise, this Evacuation Plan sho=
uld be
used in conjunction with other C/WLEPC Emergency Response Plan Components a=
nd
the Emergency Operations Plans of Cabell and Wayne Counties.
=
=
The
purpose of this plan is to outline actions to be taken in response to a var=
iety
of emergencies to assure the coordination of the efforts of the citizens and
relevant emergency response and emergency management organizations that wou=
ld
be involved in an evacuation activity.
=
Evacuation
activities could concern not only persons while at their residences, but al=
so
at their work‑places, while they are shopping, attending a cultural or
recreational event, attending school, and so forth. An Evacuate Protective Action coul=
d be
the outcome of a localized situation or the outcome of an emergency situati=
on
involving a multi‑jurisdictional area.
=
Examples
of possible emergencies that could initiate an Evacuate Protective Action w=
ould
be: a flood, a forest fire, a brush fire, a tornado or hurricane, a chemical
emission or leak from a Covered Facility or transportation vehicle (truck,
train, barge) or pipeline or a chemical explosion from the same sources, or=
a
weather related emergency such as impending flooding.
=
=
Notification
of an Evacuate Protective Action will take place in the following manner:
&= nbsp; 1. = Early warning signals, where available, will be activated by the appropriate emergency management official responsible for the impacted area to alert citizens about an impending emergency situation that they should be aware o= f,
=
2. =
Emergency
Alert System (EAS) messages will be put out over local radio and TV stations
specifically outlining the area(s) involved and providing further instructi=
ons
to be followed,

&= nbsp; 3. = Weather tone alert radio transmissions and TV cable intercept transmission, (where available), will be made, specifically outlining the areas involved and providing further instructions to be followed, and
=
&= nbsp; 4. = Law enforcement and fire fighting emergency response vehicles with mobile public address capabilities will be dispatched by the appropriate ECC, Incident Commander or EOR to the Evacuation Area(s) to compliment EAS transmissions, tone alert radio transmissions, and TV cable intercept transmissions.

&= nbsp; 1. = Appropriate local and state law enforcement units will, through traffic diversion actio= n, keep the necessary evacuation routes open, and
=
&= nbsp; 2. = Appropriate local and state law enforcement personnel and/or other authorized emergency response personnel will take assigned positions along the evacuation routes= as necessary to guide the persons being evacuated away from the emergency condition and/or to Evacuation Reception Site(s).
=
=
Evacuation
routes will be determined by the appropriate emergency management officials
from the pre‑planned most likely routes. The following major thoroughfares =
will
be utilized wherever possible:

Under
normal circumstances any or a combination of the following methods of
transportation will be utilized to transport persons from the area to be
evacuated to the Evacuation Reception Site(s):
1.&=
nbsp; Walking
‑ If the reason for evacuation is expected to be of short duration, w=
ill
be limited to a small area to be evacuated, and if weather conditions are
acceptable, able bodied persons may be walked to a nearby safe evacuation
reception site (school, parking lot, field, and so forth),
=
&= nbsp; 2. = Private automotive vehicle (car, station wagon, van, pick‑up truck) - If opti= on No. l is not appropriate, the most logical means of transportation is the personal automotive vehicle. = It is a convenient and comforting vehicle in a time of crisis, providing it is fu= eled and in operating condition. I= t can also be utilized to
=
transport persons in the area to be evacuated who do not have access=
to
their own private automotive vehicle and for persons with physical
disabilities, not needing EMS level transportation,
=
3.&=
nbsp; Public
Transit Vehicle (Bus) ‑ If options No. l and No. 2 are not appropriat=
e,
the Tri‑State Regional Transit Authority (TTA) will dispatch, upon
notification by the appropriate emergency management official(s), buses to =
any
area of Cabell County where evacuation is necessary to transport persons to=
the
appointed evacuation reception
site. In Wayne County, the Co=
unty's
school system buses
= would be utilized in conjunction with option No. 2, where it would be anticipated that a significant number of persons to be evacuated would not have access to priv= ate automotive vehicles because of the time of day, day of week and/or economic situation, and
=
&= nbsp; 4. = EMS Ambulance, bus configured as an ambulance, or a handicapped person configur= ed EMS vehicle would be utilized for the transportation of the sick, infirm, a= nd disabled individuals from the area to be evacuated to the Evacuation Recept= ion Site or hospital. Each municipal and volunteer fire department is to be responsible for providing the appropriate emergency management officials wi= th a list of names and addresses of individuals needing EMS vehicle type transportation.

Special
populations, such as patients at impacted hospitals and nursing homes, visi=
tors
at hotels and motels, students at Marshall University, and so forth, will
require special planning in case an
Evacuate
Protective Action is implemented.
G. SPECIAL
POPULATIONS (Continued)
Management
personnel related to the above specific, as well as any other, special
population groups, are urged to prepare individual internal Emergency Plans,
compatible with the C/WLEPC Emergency Response Plan, including actions to be
taken in case of Prepare for Evacuation and/or Evacuate Protective Actions =
are
implemented in a manner that would effect them. Such internal Emergency Pla=
ns
should include, but not be limited to:
&=
nbsp; 1. =
Internal
notification procedures,
&=
nbsp; 2. &n=
bsp; Individual
emergency supply requirements,
&=
nbsp; 3. &n=
bsp; Transportation
arrangements,
&=
nbsp; 4. &n=
bsp; Evacuation
Reception Site destinations (primary and alternative),
&=
nbsp; 5.
=
Relevant
facility security arrangements, and
&=
nbsp; 6. &n=
bsp; The
return of the special populations to the original facility.
=
=
Unless the owner/evacue= e of a pet knows for certain that pets will be accepted at the facility to which t= he owner/evacuee is going to, it will be necessary to make the best arrangemen= ts possible at the original domicile of the pet, and leave the pet at that location. Public Evacuation Reception Sites are not able to care for pets. = If the owner/evacuee is to be evacuated to a public ERS, the well being of the= pet owner/evacuee and his or her family members should be given top priority.= p>
=
=
The
appropriate emergency management officials will assign appropriate law
enforcement agency staff to secure the perimeter of the Evacuation Area, and
where possible, when environmental conditions permit, periodically patrol t=
he
interior of the Evacuation Area.
When conditions are such that the Evacuation Area is large and will
remain vacant for a period of several days, local government official(s)
(County Commission President, Mayor) may request that the Governor activate=
one
or more units of the WV National Guard to assist local and state law
enforcement agencies with property security operations.
=
When
it is necessary to allow non‑uniformed governmental or private sector
personnel to enter the Evacuation Area, law enforcement and/or National Gua=
rd
personnel assigned to security duty
will
be responsible for checking to see that such individuals have valid
identification, and have a legitimate need to be in the area evacuated. Logs showing time of entry and lea=
ving
will be maintained.
=

nbsp; PROPERTY
SECURITY (Continued)
While formal identification passes will be issued to essential appropriate emerge= ncy response and emergency response related personnel (and at the appropriate t= ime, residents of the Evacuation Area) as soon as possible, law enforcement and/= or National Guard personnel assigned to security duty, may at their discretion, honor alternative documentation for admission to the Evacuation Area, in keeping with any guidelines issued by appropriate authorities and/or common logic. All such persons shall be logged in and out of the Evacuation Area.<= o:p>
=

Evacuation
Reception Sites for more than very short term periods will ordinarily be the
schools of the Cabell County Board of Education in Cabell County and the
schools of the Wayne County Board of Education in Wayne County. Where appropriate, and with the
permission of the WV Adjutant General's Office, WV National Guard armories =
may
also be utilized as evacuation reception sites. Other local government
appropriate facilities such as recreation centers, community centers, and so
forth may also be utilized as Evacuation Reception Sites.
=
In
both Cabell County and Wayne County, the American Red Cross in conjunction =
with
the Salvation Army will operate the Evacuation Reception Sites, including t=
he
provision of meals and of sleeping equipment. If schools are used as Evacua=
tion
Reception Sites the relevant Board of Education will provide the food servi=
ces.
=
Health
services beyond initial first‑aid services, emergency transportation =
to
hospitals, social services and other related human services are discussed in
the C/WLEPC Special Services Plan (Chapter VIII).
=
=
An
Evacuation Plan, because of the many variables of hazardous material, weath=
er
related and other emergency incidents, such as cause, location, size, direc=
tion,
weather conditions and so forth, necessarily must be of a general nature. Logical decisions at the time of t=
he
Evacuation Protective Action by the many dedicated emergency management and
emergency response personnel, both full time and volunteer, will assure that
the above framework will be utilized to the best advantage of the persons b=
eing
evacuated.
