The
following is a "typical" sequential scenario for an Emergency
Incident at the Broad Area Impact Response and Alert (Level 3) and/or Major
Broad Area Impact Response and Alert (Level 4) involving an Evacuation
Protective Action. While each
emergency incident will be different, all those involving an Evacuation
Protective Action will have aspects of this scenario. The circumstances of each Evacuate
Protective Action will dictate the necessary changes and details necessary =
for
the particular emergency incident.
=
l.1 The emergency incident
(transportation, or man made) is reported to the appropriate
Emergency Communications C=
enter.
NOTE: If the
emergency is a Covered Facility type, a emergency notification Level 3 or a
Level 4 may be recommended for designation by a responsible covered facility
representative to the appropriate ECC, along with either of the following
Protective Actions, as appropriate: "Prepare to Evacuate" or
"Evacuate" along with justification information. Depending on the particular emerge=
ncy
incident, prior notification of a Limited Area Impact Response (Level l) an=
d/or
Potential Broader Area Impact Response and Alert (Level 2) message may have
been given to the appropriate ECC.
If the emergency is a transportation type, a Lev=
el 3
or Level 4 may be =
&nb=
sp; =
recommended for designation by a responsible emergency response or
emergency management officer to the appropriate ECC, along with either of t=
he
following Protective Actions as appropriate: "Prepare to Evacuate"=
; or
"Evacuate" along with justification information. Depending on the particular emerge=
ncy
incident, prior Level l and/or Level 2 emergency notification messages may =
have
been given to the appropriate ECC.

l.2 The senior ECC
representative available will attempt, time permitting, to verify the repor=
t
with an emergency response=
or
emergency management official, as appropriate, if the initial
report of an emergency inc=
ident
is received from someone other than the persons referred in the
1.1 Note above. The senior ECC representative availa=
ble
will then pass the information on to the
emergency response official who will become the
Incident Commander.

nbsp; NOTE:
Under WV policies, the appropriate Fire Chief is normally the Incident
&=
nbsp; Commander. The jurisdiction Emergency Services
Director is the overall Emergency
&=
nbsp; Coordinator
at the EOR; and the chief elected officer of the impacted jurisdiction
&=
nbsp; (County
Commission President or Mayor has the overall responsibility for all emerge=
ncy
&=
nbsp; operations). If a municipality does not have so=
meone
qualified to serve as an Emergency
&nbs=
p; Services
Director, by agreement, the appropriate County Emergency Services Director =
&nbs=
p; may
serve as the municipality’s Emergency Services Director.
=
l.3 The Incident Commander,
after reviewing the information presented to him, using his best
professional judgment, acc=
epts
the recommendation or chooses an alternative Emergency
Classification Level and/or
Protective Action.
l.4 The ECC Director or se=
nior
representative available activates the EAS and appropriate early
warning signals, at the
direction of the Incident Commander, or by his/her own decision if the
Incident Commander has not=
taken
that position, if the lapsed time would be detrimental to
sound emergency management=
.
=
l.5 The ECC Director imple=
ments
emergency staffing procedures as appropriate.
=
l.6 The Incident Commander=
:

lays
the information to the ECC
Director.

reinforce the early warning signals and emergency information transmitted,
either with the dispatch of appropriate emergency response units into the
Evacuation Area to convey information by mobile public address messages, or
dispatches such personnel and equipment himself if the Incident Command
structure is in place and the personnel and equipment are available in the
Staging Area.

Requests the senior ECC representative available to notify special
facilities (colleges,
schools, d=
ay
care centers, institutions, etc.), in the Evacuation Area about the
appropriate
Protective Action if they do not have weather tone alert radio units.

l.7
The Incident Commander:
A. Designates the Command Post site, adjacent to the Evacuation Area. <= o:p>

ral
Staffs, as appropriate under <=

the NIMS. =
C.&n= bsp; Designates the incident Reception Station, through which all incident personnel,
&= nbsp; apparatus, vehicles, and equipment will be checked-in.

D. Designates the Staging Area site at a logical lo=
cation
away from the ICP, where
personnel, apparatus, vehicles, and equipment wi=
ll be
held in reserve for later commitment.

p;
E. Designates a Public
Information Office, adjacent to the Evacuation Area, but separated
physically from the ICP
site.
=
l.8 The Incident Commander
requests the senior ECC representative available to request the
appropriate Emergency Serv=
ices
Director, as EOC Coordinator, to activate the appropriate EOR
and contact, brief, and
coordinate the personnel to be in attendance at the EOR besides
himself, as listed in Chap=
ter
VI, Appendix “C”, Organization, Emergency Operations Room.

2.1 The Operations Section
Chief, for the Incident Commander, appoints a Branch Supervisor for
the incident Reception Sta=
tion
(BS-RS), and directs him to arrange and operate an effective
check-in operation for all
incident resources, including
personnel, apparatus, vehicles, and
equipment.
2.2 The Operations Section
Chief, for the Incident Commander, appoints a Branch Supervisor for
the Staging Area (BS-SA), =
and
directs him to establish an orderly operation for maintaining
reserve resources (personnel, appar=
atus,
vehicles, and equipment) for later commitment in the
incident operations.
2.3 The Operations Section
Chief, for the Incident Commander, appoints a Branch Supervisor for
Traffic Diversion and Secu=
rity
(BS-TD/S), and directs him to divert traffic around the incident
area and control access to=
it
and the ICP.
2.4 The Operations Section
Chief, for the Incident Commander, appoints a Branch Supervisor for
the Evacuation Area (BS-EA=
), and
directs him to effectively notify all potential evacuees,
coordinate public transpor=
tation
for those evacuees needing it, and guidance for evacuees using
private transportation, as=
well
as coordinate his operations with that of the BS-TD/S.
=
3.l The Incident Commander
requests the EOC staff to arrange for, or if the EOC staff is not
operational, arrange with
relevant members of his Incident Command Post General Staff for:

appropriate Evacuation Reception Sites
(ERSs).

nbsp; NOTE:
Both Cabell and Wayne counties have contracts with their respective school =

nbsp; systems
to utilize school buildings as ERSs. In addition, National Guard Armories, =
&=
nbsp; community
centers, recreation centers, civic centers, etc., may be utilized as ERSs.<=
b>
B. The staffing of the ERS(s) by the American Red C=
ross
(ARC) and Salvation Army, or
other appropriate personnel.
&=
nbsp; NOTE:
Both Cabell and Wayne counties have a contract agreement with the ARC to
&=
nbsp; operate
ERSs.
C. Appoint= ment of the ERS Manager(s) as Branch Supervisors for ERS(s) (BS-ERS(s)).
=
3.2 The Operations Section
Chief, for the incident Commander, appoints other Branch
Supervisors, as appropriat=
e.
=
3.3 The Operations Section
Chief, for the Incident Commander, through relevant Branch
Supervisors, directs and
monitors the activities relevant to the Evacuation Plan, including:

Area.

operation, if appropriate.

response units to be sent through

etc.)
from the Staging Area to pick-up
points in the Evacuation Area, as necessary.

transport injured and seriously ill
evacuees, identified at the ERSs, to hospitals, =
as
necessary, after stabilization (and decontamination if needed).

personnel from the Staging Area
to check on all structures in the Evacuation Are=
a for
occupants after the initial evacuation action has been taken (if the
environment allows).

e Staging
Area to security duties
within the Evacuation Area after the initial
evacuation (if the environment so allows).

personnel from the Staging Area
to direct and/or escort pedestrians and/or priva=
te vehicles
from the Evacuation Area to the logical Evacuation Reception Site.
I. The assignment of law enforcement personnel to
Evacuation Reception Sites from the
Staging Area for traffic control and security du=
ties
as necessary.

The assignment of EMS units from the Staging Are=

Evacuation Reception Sites to
assist the ARC medical/nursing personnel in prov=
iding
basic stabilization treatment and transportation of the seriously ill and

Chief, for the Incident Commander, after determining that there is no
longer any danger in the
Evacuation Area, through consultation with appropriate sources (and
including the testing of t=
he air
quality in incidents involving Extremely Hazardous Substances):
A.&=
nbsp; Dispatches
transportation units (buses) from the Staging Area to the evacuation Recept=
ion
Site(s) to assist with the transportation of evacuees back to the Evacuation
Area(s),
B.&=
nbsp; Assigns
law enforcement units to escort bus, private vehicles and/or pedestrians ba=
ck
to the Evacuation Area as necessary,
C.&= nbsp; Monitors the return of evacuees from the Evacuation Reception Site(s) to the Evacuat= ion Area(s) including bus and/or private vehicles and/or pedestrian movement. <= o:p>
D.&=
nbsp; Releases
law enforcements, EMS and ARC/SA personnel assigned to the Evacuation Recep=
tion
Sites to the incident Reception Station for check-out.
E. =
Releases
reserve fire service, law enforcement and EMS units from the Staging Area to
the incident Reception Station for check-out, after the evacuees have retur=
ned
to the Evacuation Area,
&= nbsp; F. = Releases the remainder of the law enforcement units on security duty at the Evacuati= on Area to the incident Reception Station for check-out, after the evacuees ha= ve returned to the Evacuation Area.
G.&n= bsp; Relea= ses the emergency response units assigned to Traffic Diversion and
&= nbsp; Evacuation Area perimeter security from the Evacuation Area to the incident
&= nbsp; Reception Station for check-out.
5.1 The Incident Comma= nder
A.&n= bsp; Directs the Public Information Officer to notify the news media that a post-
&= nbsp; incident media conference will be held at a specific time and place.
B.&n= bsp; Closes down= the Incident Command Post and notifies the Emergency Operations
= Coordinator at the EOR of this action.
C.&n= bsp; Holds the scheduled media conference, with the appropriate members of his
= Command and General Staffs.
