The following is a "typical" sequential scenario for an Emergency Incident at the Br= oad Area Impact Response and Alert, (Level 3) emergency classification and/or M= ajor Broad Area Impact Response and Alert (Level 4) involving a Shelter-In‑= ;Place Protective Action. While each emergency incident will be different, all tho= se involving a Shelter-In‑Place Protective Action will have aspects of t= his scenario. The circumstances of each Shelter-In‑Place Protective Action will dictate the necessary changes and details for the particular Emergency Incident.

If
Evacuation Action follows Shelter-In‑Place Protective Action refer to
Chapter VII, Evacuation Plan. Also see General Emergency Response Plan, Cha=
pter
VI.
=
1.1 The emergency incident is reported to the appropr= iate Emergency Communication Center.
=
NOTE: &nb=
sp; If
the emergency incident is a Covered Facility type, a Level 3 or Level 4
emergency classification notification may be recommended to the appropriate=
ECC
for designation by a responsible Covered Facility representative along with=
the
Shelter-In‑Place Protective Action, as appropriate, with justification
information. Depending on the particular emergency incident, prior notifica=
tion
of a Limited Area Impact (Level 1) and/or Potential Broader Area Impact
Response and Alert (Level 2) emergency classification notification message =
may
have been given to the appropriate ECC. If the emergency is a transportation
type, an emergency classification notification Level 3 or Level 4 may be re=
commended
for designation by a responsible emergency response or emergency management
officer along with the Shelter-In‑Place Protective Action, as
appropriate, along with justification information. Depending on the particu=
lar
emergency incident prior notification of a Level 1 and/or Level 2 emergency
classification notification message may have been given to the appropriate =
ECC.
=
If Shelter-In‑Place is the initial Protect=
ive
Action, it will be followed by "Prepare to Evacuate" or
"Evacuate" or an "All Clear" message.
=
1.2 The senior ECC staff m=
ember
present passes on the emergency classification level and
Protective Action recommen=
dation
to the Incident Commander, along with the justification
information. If the initial
report of an emergency incident is received from someone other than
the persons referred in th=
e 1.1
note above, the senior ECC staff member present will attempt,
time permitting, to verify=
the
report. The senior ECC staff member present will then, based upon
the additional information=
and
recommendation pass, the information on to the Incident
Commander concerning the
emergency classification level and Protective Action. =

NOTE: &nb=
sp; Under
WV policies the appropriate Fire Chief is normally the Incident =
Commander. The jurisdiction Emergency Services Director is the overa=
ll
Emergency Coordinator at the EOR; and the chief elected officer of the impa=
cted
jurisdiction (County Commission President or Mayor has the overall
responsibility for all emergency operations). If a municipality does not ha=
ve
someone qualified to serve as an Emergency Services Director, by agreement,=
the
appropriate County Emergency Services Director may serve as the municipalit=
y's
Emergency Service Director.
=
1.3 The Incident Commander=
will
make the decision as to whether to accept the =
recommended emergency
classification level and Protective Action or change it based upon his
professional judgment.
=
1.4 The ECC Director imple=
ments
emergency staffing procedures, as appropriate.
=
1.5 The Incident Commander=
:
=
A.&n= bsp;  = ; Requests the appropriate ECC Director or senior ECC staff member present, to activate the Emergency Advisory Broadcast System (= EAS), Weather Tone Alert Radio units, and Cable Television Intercept operations, where available, to provide information to the impacted public about the Shelter-In‑Place Action,
&= nbsp; B. Requests the appropriate ECC Director, or senior ECC staff member present, to reinfo= rce the early warning signals and information transmitted by A. above with the dispatch of appropriate emergency response units into the impacted area to convey information by mobile public address messages, when environmental conditions permit. Such units upon completion of this task will be further<= span style=3D'mso-spacerun:yes'> = utilized for tasks under 2.1 and 2.2 listed below, and
=
&= nbsp; C. Requests the ECC Director or senior ECC staff member present, to notify special facilities not having Tone Alert Radio Units (schools, colleges, day care centers, institutions, etc.) in the impacted area about the Shelter In̴= 9;Place Protective Action.

1.6 The Incident Commander=
=
A. Designates the Incident Command Post Site,
=

B.&n= bsp;  = ; Appoints the key member of his incident Command and General Staffs as appropriate to the SIP incident.
C.&n= bsp;  = ; Designates the Reception Center Site, through which= all the SIP incident personnel, apparatus, vehicles, and equipment will be chec= ked in.
D.&n= bsp;  = ; Designates the Staging Area site in an appropriate location for the purpose of holding the resources placed in reserve for anticipated activity at a later time in the incident.
E. &= nbsp; Designates the Public Information Office Site at an appropriate location (away from the Incident Command Post).
=
1.7 The Incident Commander requests the senior ECC
representative available to request the
appropriate Emergency Services Director, as EOR
Coordinator, to activate the appropriate EOR, and to contact, brief, and
coordinate the personnel to be in attendance at the EOR, besides himself, as
listed in Chapter VI, Appendix “C” of this ERP in the section
entitled, “Organization, Emergency Operations Room”.
1.8 The Operations Section Chief, for the IC, appoin=
ts a
Branch Supervisor for the incident
Reception Center (BS-RC), and directs him to arr=
ange
an effective check in of all SIP incident related resources.
1.9 The Operations Section Chief, for the IC, appoin=
ts a
Branch Supervisor for the Staging Area
(BS-SA), and directs him to organize and control=
the
reserve incident resources, to be used as needed as the SIP incident unfold=
s.
2.0 The
Operations Section Chief, for the IC, appoints a Branch Supervisor for Traf=
fic
Diversion and Security
(BS-TD/S), and directs him to establish and maintain a perimeter around the=
SIP
incident area and divert all unauthorized vehicle and pedestrian traffic aw=
ay
from the SIP incident area, adjusting the perimeter as needed for environme=
ntal
or other factors.
2.1 The Operations Section Chief, for the IC, ap=
points
a Branch Supervisor for Shelter-In-Place (BS-SIP), and directs him, to the
extent possible, taking into consideration environmental and other conditio=
ns
to enforce the SIP protective action within the incident area.
3.1 The Operations Section Chief monitors the SIP
incident, adjusting the actions of the relevant Branch Supervisors, as need=
be,
based upon sound information and intelligence provided by the Branch
Supervisors and other internal and external sources.
4.1 The Operations Section Chief, based upon sou=
nd
information and intelligence from internal and external sources, recommends=
to
the Incident Commander that the SIP protective action be lifted from the
incident area.
5.1 The incident Commander directs his Command a=
nd General
Staffs to implement the following actions:
A. Notify,
by all relevant means, the persons sheltering in place that the SIP order h=
as
been withdrawn for the incident area, as well as provide any follow-up acti=
ons
to be taken by such persons, dependent on the cause of the SIP action.
&nbs=
p;
B. =
Through his
Operations Section Chief:
1. Sees that any persons in the SIP area that are in
physical or psychological distress are treated and/or transported to a
hospital, through the establishment of Triage/Treatment and EMS Transportat=
ion
Branches operations as required by the findings.
2. Sees that anyone who may have been contaminated =
by a
hazardous material prior to or during the SIP incident activity receives the
necessary decontamination by a Decontamination Branch operation.
3. Sees that any vehicles and other items left outs=
ide
that became contaminated by a hazardous material are decontaminated or prop=
erly
disposed of by a Decontamination Branch operation, as necessary and feasibl=
e.
C. =
Relieves
personnel, apparatus, vehicle and equipment no longer needed, to have
&nbs=
p; them
checked out at the incident Reception Station.
D. =
Directs the
Public Information Officer to notify the media representatives, that the
&nbs=
p; SIP
incident is closed, and that a media conference will be held at a specific
place
&nbs=
p; and
time.
E. =
Holds a med=
ia
conference with the appropriate members of his Command and
&nbs=
p; General
Staffs.
F. =
At an appro=
priate
time, holds a critique session on the SIP incident operation, with the resu=
lts
used to improve planning and training for future SIP incidents.
