A. = ;       INTRODUCTION

 

As with the Evacuation Plan, effective emergency preparedness in relation to t= he Shelter‑In‑Place Plan requires appropriate action by the persons impacted upon as well as by the relevant emergency management, emergency communications and emergency response organizations. The Shelter-In‑P= lace Plan is established to ensure effective action in case it is necessary to implement the Shelter‑In‑Place Protective Action.

Information in other C/WLEPC Emergency Response Plan components and the Cabell County a= nd Wayne County Emergency Operations Plans impact upon this Shelter‑In&#= 8209;Place Plan and, where appropriate, should be considered part of this plan. Likewi= se, this Shelter‑In‑Place Plan should be utilized in conjunction wi= th the aforementioned Plans when appropriate.

B.  &n= bsp;     PURPOSE        =             &nb= sp;            =             &nb= sp;            =             &nb= sp;            =             &nb= sp;            =             &nb= sp;   

 

The purpose of this Pla= n is to outline actions to be taken in response to a variety of emergencies to assu= re the coordination of the efforts of the citizens impacted upon with the rele= vant emergency management, emergency communications and emergency response organizations that would be involved in a Shelter‑In‑Place Plan activity.

Shelter‑In‑Place activities would concern not only persons while at their residences, but al= so at their work places, at the places they shop, at the places they attend cultural or recreational events, at their schools and so forth. A Shelter&#= 8209;In‑Place action could be the outcome of a localized emergency situation or the outco= me of an emergency situation involving a multi‑        =     jurisdictional area.

Examples of possible emergencies that could initiate a Shelter‑In‑Place action are: severe storm, sabotage/terrorism incident, civil disturbance, a toxic emission or leak from a Covered Facility; a toxic emission or leak fr= om a transportation vehicle (truck, train, barge), or pipeline; and a chemical explosion; or relevant weather related emergencies.

C.        NOTIFICATION

 

Notification of Shelter= ‑In‑Place action will take place in the following manner:

        =    

1.&= nbsp;        Early warning signals including sirens and cable TV interrupt messaging, where available and appropriate, will be activated by the appropriate emergency management or emergency communications official responsible for the area(s) impacted by the specific emergency in order to alert citizens in the area(s= ) to an emergency situation that they should be aware of.

 

C.        NOTIFICATION (Continued)

 

2.&= nbsp;        Emergency Alert System (EAS) messages will be put out over the participating local ra= dio and TV stations, specifically outlining the area(s) impacted upon and the instructions to be followed. Authorization for such broadcasts would be giv= en by the appropriate authorized emergency management official(s),<= /span>

 

3.         = Time and conditions permitting, emergency response vehicles with mobile public address capabilities will be dispatched to the impacted area(s) by the appropriate emergency management or emergency communications officials to reinforce the EAS transmissions by putting forth the necessary information = to the people in the impacted area(s), and

        &= nbsp;   4.         = Upon conclusion of the emergency situation or upon the decision to change a Shelter-In-Place Protective Action to a Prepare to Evacuate and/or Evacuate Protective Action, the   &n= bsp; appropriate emergency management official(s) will notify the persons= in the impacted area(s) by means outlined in Steps 1, 2, and 3 above.

D.        TRAFFIC DIVERSION AND SECURITY

 

Appropriate local and s= tate law enforcement units will, upon so being directed to do so by the appropriate emergency management official(s), when conditions permit, prohibit unauthor= ized vehicles and personnel form entering the impacted area until such time that= the emergency situation in the Shelter-In-Place impacted area is declared over = by the appropriate emergency management official(s).

If it is necessary to allow non‑uniformed governmental or private sector personnel into the Shelter-In-Place impacted area(s) to conduct necessary business, personnel assigned to perimeter security duty will be responsible= for checking to see that such individuals have valid identification and have a legitimate need to be in the impacted area. Logs showing time of entry and departure will be maintained.

E.        CONCLUSION

 

A Shelter‑In‑Place Plan, because of the variables of cause of emergency, type of area impacted, length of emergency, and so forth, must necessarily be of the general nature. Logical decisions at the time of the Shelter-In‑Place action by the many dedicated emergency management, emergency communications, and emergency response personnel, as well as by t= hose persons in leadership positions in the impacted area taking part in the She= lter‑In‑Place action will assure that the above framework will be utilized to the best advantage for the persons in the impacted area(s).
