1. = POLICIES AND PROCEDURES

By prior agreement among the Cities of Huntington, Barboursville and Milton and Cabell County, the initial response will be ma= de by on‑duty officers to the location of the emergency regardless of ju= risdictional locale.

Officers initially as= signed outside their jurisdiction will be promptly relieved as soon as officers wi= thin that jurisdiction become available.

First response locati= ons will be assigned by the Consolidated Communication Emergency Response Center bas= ed on available on‑duty officers in Cabell County regardless of agency. = It will be the responsibility of the senior law enforcement officer of the jurisdiction in which the emergency occurs to relieve all outside agency officers as soon as possible.

2. = ZONE DESCRIPTIONS

The enclosed map breaks down the City of Huntington = and Cabell County into (11) eleven zones, (Numbers 1 through 11). Each Zone is broken down into Areas, based upon borders determined by major roads, munic= ipal corporate limits, railroads, and rivers. Zone Numbers 1 through 7 are within the corporate limits of Huntington. Zone Numbers 8 through 15 are in the remainder of Cabell County.

B. &= nbsp; ZONE 1

1. = DETAIL DESCRIPTION

17th Street West (WV 94) to City Limits West to City Limits North and South.

Zone 1 is sub‑d= ivided into the following Areas:

Area A: West corporate Limits to Burlington Road, South border of CSX Railroad to Ohio River North.=

Area B: Burlington Road to Camden Road, South Limits CSX Railroad to Ohio River North.

Area C: Camden Road to 17th Street West (WV 94) and South Corporate Limits to Ohio River North.

Area A: &= nbsp; Units will block Waverly Road (US 60 West) at City Limits and Piedmont Road at Ca= mden Park East bound. The East bound traffic will be blocked by Ceredo units and diverted to the James River Turnpike. Close Westbound traffic on Waverly Ro= ad to Burlington and Piedmont. Westbound traffic will be diverted to the James River Turnpike via Spring Valley Bridge.

Area B: &nb= sp; Units will block East bound traffic at Waverly, Piedmont and Auburn Roads at Burlington West. Close Auburn, Piedmont and Waverly at Camden to West bound traffic. Block Vernon Street at James River Turnpike; Spring Valley closed. East bound to James River Turnpike via Spri= ng Valley. West bound South on Camden to Hughes or Chase West to Vernon Street= to James River Turnpike.

Area C: &= nbsp; Units will block East bound Waverly and Piedmont (Auburn) traffic at Camden Road. 17th Street West bound traffic will be blocked at Washington Avenue, West F= ifth Avenue, Jefferson, Madison and Monroe Avenues. East bound traffic on Waverl= y, Auburn and Piedmont will be diverted South on Camden Road and West on Hughe= s, Chase and East on James River Turnpike.

C. ZONE 2

1. = DETAIL DESCRIPTION

17th Street West (WV 94) to First Street, South Corp= orate Limits to Ohio River North.

Zone 2 is subdivided = into the following Areas:

Area A: 17th Street West (WV 94) to 14th Street West, South Corporate Limits to Ohio Riv= er North.

Area B:= 14th Street West to First Street, South Corporate Limits to Ohio River North.

2. = DIVERSION PROCEDURES

Area A: Units will block West bound Washington Avenue traffic at 14th Street, block East bound Adams at 18th Street and divert traffic on WV 94 South bound, and dir= ect West bound Washington traffic South onto 14th Street to James River Turnpike West.

Area B: &= nbsp; Units will block East bound traffic on Adams, West Fifth Avenue, Jefferson, Madis= on, Monroe, Jackson and Van Buren Avenues at 14th Street. Units will block First Street to West bound traffic at Third, Washington, Sixth, Seventh, Eighth, Ninth, Tenth, Eleventh, and Belford Avenues, North boulevard and South Boulevard at Fifth Street East.

NOTE: &nb= sp; Due to the size of this area, it could be sub‑divided if the emergency do= es not encompass the entire area. Some of the above East/West routes could be = used to divert traffic. Should it become necessary to close off this entire area, West bound traffic will be diverted to the Sixth Street Bridge and West on = Ohio 52 and across the 17th Street West Bridge (WV 94). East bound traffic will = be diverted across 17th Street West, East on Ohio 52 and across the Sixth Stre= et Bridge.

D. ZONE 3

1. = DETAIL DESCRIPTION

First Street to Hal Greer Boulevard, South Corporate Limits to Ohio River North.

Zone 3 is subdivided = into the following Areas:

Area A:= First Street to Eighth Street, South Corporate Limits to Ohio River North.

Area B: Eighth Street to Hal Greer Boulevard, South Corporate Limits to Ohio River North.<= o:p>

2. = DIVERSION PROCEDURES

<= /span>

Area A: Units will block East bound traffic at First Street on Third, Fourth, Fifth, Sixt= h, Seventh, Eighth, Ninth, Tenth, Twelfth, Thirteenth Avenues, North Boulevard= and South Boulevard. Block West

bound traffic at 8= th Street on Third, Fourth, Sixth, Seventh, Eighth, Ninth, Tenth, Twelfth, Thirteenth Avenues and North and South Boulevards.

NOTE: &n= bsp; With the type of traffic in this Area, it is unlikely that the entire Area will = be closed. Traffic would be diverted to some of the unaffected area, depending upon the location of the emergency event.

Area B: &= nbsp; Units will block East bound traffic at Eighth Street on Veterans Memorial Bouleva= rd, Fourth, Fifth, Sixth, Seventh, Eighth, Ninth, Tenth, Eleventh, Twelfth, Charleston, Thirteenth, and Boulevard Avenues, North Boulevard to Hal Greer Boulevard. Block West bound traffic at Hal Greer Boulevard on Commerce, Thi= rd, Fourth, Sixth, Seventh, Eighth, Ninth, Tenth, Eleventh, Charleston, Columbia and Boulevard Avenues.

NOTE: &= nbsp; In the event that the total Area is= closed, all the East bound traffic will be diverted to the Sixth Street Bridge, Eas= t on Ohio 7 and across East Huntington Bridge, and return in reverse for West bo= und traffic. It would be unlikely that this total Area would be closed.

E. ZONE 4

1. = DETAIL DESCRIPTION

Hal Greer Boulevard to US 60 East (29th Street), US = 60 East to Roby Road.

Zone 4 is subdivided = into the following Areas:

Area A: Hal Greer Boulevard to 20th Street, Eighth Avenue to the South and Ohio River to North.

Area B: &n= bsp; 20th Street East to US 60 East (29th Street) to Roby Road on South and Guyandotte River to the East.<= /span>

2. = DIVERSION PROCEDURES

<= /span>

Area A: &= nbsp; Units will block East bound traffic at Hal Greer Boulevard on Commerce, Fifth, Si= xth, Seventh, and Eighth Avenues. Block West bound traffic at 20th Street on Eig= hth, Seventh, Sixth, Third and Commerce Avenues. All East bound traffic in Area "A" will be diverted onto other East bound routes, i.e. Hal Greer Boulevard South to Ninth Avenue and Charleston Avenue, or to I‑64 Eas= t. Westbound traffic from 20th Street will be diverted to the South, Ninth Ave= nue, Charleston Avenue or I‑64.

Area B: &= nbsp; The main traffic in this Area is Third Avenue (one way West bound) and Fifth Av= enue (one way East bound). This Area also encompasses the CSX Railway Shops with rail spurs just to the South of Fifth Avenue. In the event that traffic mus= t be diverted, the East bound traffic will be diverted to Eighth and Ninth Avenu= es or 20th Street South then East. West bound traffic will be diverted West on Eight Avenue. Also, at 26th Street South then West on Ninth Avenue, if need= ed. The residences of the Highlawn neighborhood would be stopped at intersectio= ns of danger.

F. ZONE 5

1. = DETAIL DESCRIPTION

Hal Greer Boulevard to East City Limits on North Eig= hth Avenue to 29th Street, US 60 East City Corporate Limits and Corporate Limit= s on South.

2. = DIVERSION PROCEDURES

This Zone is predominately residential and the roadw= ays and streets are not gridded, in that they do not flow in normal East/West, North/South routes as they do in the remainder of the City. Traffic diversi= on patterns will be determined by the impact on this Zone by the particular emergency.

G. ZONE 6

1. = DETAIL DESCRIPTION

29th Street (US 60 E) to East City Limits South, US = 60 East Ohio River North.

Zone 6 is sub‑d= ivided into the following Areas:

Area A:= &nb= sp; 29th Street to Guyandotte River North, Ohio River and South to US 60 East.<= /o:p>

Area B: Guyandotte River to East City Limits, South to CSX Railroad to Ohio River North.<= /o:p>

Area C:= CSX Railroad to East City Limits, Altizer South to Guyandotte River.=

G. ZONE 6 (Continued)

2. = DIVERSION PROCEDURES

Area A: &= nbsp; Units will block East bound traffic at 29th Street, Fifth Avenue, Fourth Avenue, Murrell Avenue, Winters Road, and Staunton Road. West bound traffic would be blocked on Third Avenue, 31st Street, 30th Street (Fourth Avenue at 30th Street), Sixth and Seventh Avenue on the West side of the Guyandotte River. This is a small Area and traffic diversion patterns will be determined by t= he impact on this Area by the particular emergency.

Area B: &= nbsp; Units will block East bound traffic on Water Street, Third Avenue WV 2, Fifth Ave= nue, Sixth Avenue, Seventh and Eight Avenues and all East or West bound CSX Rail= way trains, if necessary. All West bound traffic will be blocked at the East Ci= ty Limits. Westbound traffic must cross the Guyandotte River at Fifth Avenue, Third Avenue or the Nickel Plant Bridge to exit this Area. If this entire A= rea must be closed, it will be necessary to divert traffic North on WV 2 to Lit= tle Seven Mile Road, then South to US 60 East. It will be necessary to enlist t= he assistance of the Cabell County Sheriff's Department to effect this diversi= on.

Area C: &nb= sp; There is only one roadway from the Main Street a= nd CSX Railway Underpass (Riverside Drive). East bound traffic will be diverted Ea= st to the Roby Road Bridge and cross East or West on US 60. Traffic coming from Altizer (West) will be diverted across the Russell Creek Bridge and then We= st on US 60.

H. ZONE 7 =

1. = DETAIL DESCRIPTION

Interstate 64 from the Cabell/Wayne County Line to t= he 29th Street (US 60 East) Interchange, Exit 15.

Zone 7 is sub‑d= ivided into the following Areas:

Area A:= <= span style=3D'mso-tab-count:1'> Cabell/Wayne County Line to 17th Street (WV 94) Interchange Exit 7.

Area B:= 17th Street (WV 94) to Fifth Street Interchange, Exit 8.

Area A: &= nbsp; Units will block 17th Street West and East; divert traffic to the Fifth Street Interchange, Exit 8 or US 60 East and West.

Area B: &= nbsp; Units will block the Fifth Street Interchange, Exit 8 East bound; divert traffic = to Hal Greer Boulevard via Eighth Avenue. Units will block the Fifth Street Interchange, Exit 8 West bound; divert traffic North on Fifth Street to Eig= hth Avenue and West on Eighth Avenue, North on First Street to Washington Avenue (US 60 West).

Area C: &= nbsp; Units will block East bound traffic at Hal Greer Boulevard, Exit 11; divert North= on Hal Greer Boulevard to Eighth Avenue, East on Eighth Avenue to US 60 East, follow to 29th Street Interchange of I‑64. Close West bound traffic at Hal Greer Boulevard, Exit 11; divert North on Hal Greer Boulevard to Eighth Avenue, West on Eighth Avenue to Fifth Street East, South on Fifth Street E= ast to I‑64.

I. ZONE 8

1. = DETAIL DESCRIPTION

WV 2 from the City Limits of Huntington to the Mason County line and South to US 60 East to Howell's Mill Road and back North ac= ross Union Ridge and Spurlock Creek. This Zone includes =

Milton and Culloden.

2. = DIVERSION PROCEDURES

<= /span>

Area A: Should it becomes necessary to divert traffic from WV 2 between the City of Huntin= gton and Little Seven Mile, the following actions will be taken:

= a. One unit wi= ll block North bound WV 2 traffic at the City limits;

b. &n= bsp; One unit will be stationed at WV 2 and Little Seven Mile to block

Southbound traffic on WV 2. South bound traff= ic will be run across Little Seven Mile; and

c. = One unit wi= ll be stationed at US 60 and Little Seven Mile to assist the traffic onto US 60.<= o:p>

Area B: &n= bsp; Should an incident occur on WV 2 between Little Seven Mile and the Mason

County line, the following actions will be taken= :

= a. &nb= sp; One unit will block North bound WV 2 traffic at Little Seven Mile and divert it across Little Seven Mile;

b. = One unit wi= ll be stationed at US 60 and Little Seven Mile to assist traffic onto US 60;

c. One u= nit of the Mason County Sheriff's Department will be asked to block Southbound tra= ffic in Mason County. In the event this cannot be done by Mason County, one Cabe= ll County unit will respond to the Cabell/Mason line and block Southbound traf= fic.

Area C: Should an incident occur on US 60 between the City of Huntington and Howell's Mill Road, the following actions will be taken:

= a. One unit will block US 60 at the Ci= ty Limits;

= b. &nb= sp; Units will block I‑64 and 29th Street off ramps;

c. One unit will block Little Seven Mi= le at US 60;

d. = Units will = block I‑64 and Mall Exit off ramps;

e. &= nbsp; One unit will block US 60 at Howell's Mill/Fudges Creek; and<= /p>

f. &= nbsp; One unit will block Alternate WV 10 at US 60.

Area D: &n= bsp; Should an incident occur on = US 60 between Howell's Mill/Fudges Creek and the Putnam County line, the follo= wing actions will be taken:

= a. One unit wi= ll block US 60 at Fudges Creek/Howell's Mill;

= b. &nbs= p; Units will block the I‑64 Milton Exit off ramps;

= c. One unit will block US 60 at= the Putnam County line after notifying Putnam County; and

= d. One unit wi= ll block the Old Grade Road at Benedict Road.

Should an incident occur on I‑64 this Zone, the following actions will be ta= ken should it become necessary to close a section of I‑64.

= a. Units will = block traffic at the nearest exits, both East and West and

= b. Additional = units will be dispatched to assist the traffic flow on appropriate diversion rout= es.

J. ZONE 9

1. = DETAIL DESCRIPTION

City Limits of Huntington West and South to the Wayne County line to WV 10 and Alternate WV 10 at Melissa and back North to US 60= to include the West Pea Ridge area, Cedar Crest Drive, Norway Avenue, Norwood = Road and all areas South of 16th Street Road to the Wayne

County line to include Green Valley Road, Mt. Union = and Woodville Drive.

2. = DIVERSION PROCEDURES

<= /span>

Area A: Should an incident occur requiring the diversion of traffic from the I‑64/WV= 152 area, the following actions will be taken:

= a. One unit wi= ll block traffic at WV 152 and North Boulevard; Wayne County will be notified = and asked to assist. If no Wayne County unit can assist, one Cabell County unit will block traffic at WV 152 and Skyview Drive;

b. Units= will block I‑64 at the 17th Street West/East bound and at the 16th Street Westbound exit. A unit will block Johnstown Road at I‑64; and

= c. All existing traffic will be divert= ed back to Huntington via WV 152.

Area B: &= nbsp; Should an incident occur in the I‑64 ‑ 16th Street Road area, the following action will be taken:

= a. &nb= sp; One unit will block Hal Greer Boule= vard at Washington Boulevard (Southbound);

b. One u= nit will block 16th Street Road Northbound traffic at Norwood Road;<= /span>

c. = Units will = block I‑64 East bound at 5th Street and West bound at the 29th Street exit.=

Area C: &n= bsp; Should an incident occur that will require the diversion of traffic on the US 60 section, the following actions will be taken:

= a. One unit wi= ll block US 60 East at Washington Boulevard;

b. = One unit wi= ll block US 60 West at Little Seven Mile;

c. &= nbsp; One unit will block Alternate= WV 10 at US 60;

d. Units will block I‑64 West bo= und at Mall Road and East bound at 16th Street Road;

e. &= nbsp; Units will block East Pea Rid= ge at US 60 and K‑Mart Plaza;

f. One unit will block US 60 at Russell Creek;

g. = One unit wi= ll block US 60 at Eastern Heights; and

h. = Units will = block US 60 at West Pea Ridge and Norway Avenue.

South on WV 10 from Melissa to Salt Rock to the Linc= oln County line and all area West to the Wayne County line and East to US 60.

Should it become necessary to divert traffic in the = WV 10 area, the following actions will be taken:

a. = One unit wi= ll block WV 10 Northbound at WV 10 and Trace Creek or Dairy Road at Salt Rock;=

= b. One unit wi= ll block Southbound WV 10 at Alternate WV 10.

NOTE: &nbs= p; = Due to the limited access of feeder roads, addit= ional units will patrol the area between Salt Rock and WV Alternate 10 to ensure = easy access of emergency vehicles.

L. ZONE 11

1. = DETAIL DESCRIPTION

East from Howell's Mill Road and Fudges Creek to inc= lude areas South of Milton and Culloden, North to the Mason County line, East to Putnam County and South to Lincoln County at Salt Rock. =

2. = DIVERSION PROCEDURES

Area A: &n= bsp; Should it becomes necessary = to divert traffic in the Culloden area, the following actions will be taken:

a. One P= utnam County unit will be asked to block traffic at US 60 and WV 35;

= b. &nb= sp; Units will block traffic at Old Grade Road and Benedict Road;

= c. Units will block US 60 East = at Milton at Johns Creek Road (I‑64);

= d. &nb= sp; One unit will block US 60 at Hospital Road and an additional unit will be assig= ned to the area to assist in the event it would become necessary to evacuate Mo= rris Memorial Hospital.

Area B: Should it become necessary to divert traffic in the Milton area, the following act= ions will be taken:

a. &n= bsp; One Putnam County unit will be asked to block I‑64 West bound at the Hurricane exit;

b. &= nbsp; Units will block East bound I‑64 at Mall Road;

c. &= nbsp; One unit will block US 60 West at Culloden;

d. &= nbsp; One unit will block US 60 East at Howell's Mill Road/Fudges Creek Road;

e. &= nbsp; One unit will block US 60 at Yates Crossing; and

f. &= nbsp; One unit will block US 60 at Hospital Road with an additional unit to assist in= the event of an evacuation at Morris Memorial Hospital.

Area C: &n= bsp; Should an incident occur in = the area of US 60 between Milton and Barboursville and the area South of US 60,= the following actions will be taken:

= a. &nb= sp; One unit will block US 60 West at Milton;

b. = One unit wi= ll block US 60 East at I‑64 Mall Road;

c. If necessary, one unit will block US 60 East at Alternate WV 10;

d. &= nbsp; One unit will block Howell's Mill/Fudges Creek; and

e. &= nbsp; One unit will block Little Seven Mile at US 60.

NOTE: In all above cases, the diversion route would be the nearest main thoroughfare going in the opposite direction ‑ I‑64, WV 2, WV 10 or WV 152.<= o:p>
