A.        INTRODUCTION

1.         = POLICIES AND PROCEDURES

        =    

By prior agreement of t= he City of Kenova, The Towns of Ceredo and Wayne, and by Wayne County, the initial response to an emergency will be made by on‑duty officers to the location, regardless of jurisdictional locale.

        =    

Officers initially assigned outside their jurisdiction will be promptly relieved as = soon as officers within that jurisdiction become available.

        =    

First response locations will be assigned by the Wayne County E‑911 Emergen= cy Center, based on available on‑duty officers (or other personnel) regardless of agency. It will be the responsibility of the senior law enforcement officer of the jurisdiction in which the emergency occurs to relieve all outside agency officers as soon as possible.<= /p>

2.  &n= bsp;      ZONE DESCRIPTIONS

        =    

Wayne County is broken = into five (5) Zones, (Numbers 12 through 16) based upon major roads (see Map). E= ach Zone is broken into areas, where logical based upon population centers and = Fire Districts, as well as major sites such as the Tri‑State Airport.

        =    

The five Zones roughly divide the County into four (4) large quadrants and one = (1) smaller area encompassing populated area in the Northern part of Wayne Coun= ty (bounded by WV 75). Zones 13 and 14, in the Northeast and Southeast section= s of the County are relatively unpopulated and represent a low hazard potential area. Zones 15 and 16, in the Northwest and Southwest sections of Wayne Cou= nty, including the Big Sandy River/Norfolk Southern Railroad/US 52 corridor, represent higher hazard potential areas, but relatively low population. Zone 12, encompassing the Northern area of Wayne County and a small part of the = Big Sandy/Norfolk Southern corridors, represents both a higher hazard potential area and higher population. Zone 12 also includes Interstate 64.=

B.        ZONE 12

1.  &n= bsp;      DETAIL DESCRIPTION

        =    

County Route 1 at the K= enova City Limits, south to its intersection with US 52; east on US 52 to its intersection with WV 75; east on WV 75 to its intersection with WV 152; nor= th on WV 152 to the Cabell County line; northwest along Cabell County line to = I‑64; west along I‑64 to County Route 1.

Zone 12 is sub‑di= vided into the following Areas:

        =    

Area A:  &n= bsp;       The area bounded by the borders of the Tri‑State Airport property,        =             &nb= sp;            =             &nb= sp;            =             &nb= sp; 

 

Area B:  <= span style=3D'mso-tab-count:1'>         = The areas bounded by County Route 1, US 52 and WV 75, County Route 7 (Spring Va= lley Road), and I‑64 or the City Limits of Ceredo and Kenova.

Area C:  <= span style=3D'mso-tab-count:1'>        The area bounded by County Route 7 (Spring Valley Road), WV 75, WV 152, the        =             &nb= sp;      Cabell County line and I‑64 or the Huntington City Limits.

        =    

2.  &n= bsp;      DIVERSION PROCEDURES

 

Area A:   &nb= sp;      In the event of an emergency situation in Area A, for example, an airliner cra= sh on the runway of the airport, one unit will block traffic in‑coming on Airport Road at its intersection with US 52. Airport officials should be prepared to divert air traffic to Charleston, West Virginia, Cincinnati, Oh= io, or other airports. One unit will also block Walkers Branch Road at its entr= ance to the airport.

Area B:           1.  In the event of an emergency along County Route 1 between US 52 and the Kenova City Limits, the following action will be taken:

        =    

        =     a.         One unit will block Northbou= nd traffic on County Route 1 at its intersection with US 52.=

 

b. =         One unit will block Southbound traffic at the Kenova City Limits (at US 60).

        =    

c.  &n= bsp;      Traffic Northbound will be diverted along US 52/ WV 75.

        =    

d. =         Traffic Southbound will be diverted East on US 60 to WV 75, then South to US 52<= span style=3D'mso-spacerun:yes'>  OR West on US 60 to US = 23 and then South on US 23 to I‑64.

 

e.=         = Qualified personnel or signs will be used to direct diverted traffic in this area.       

 

2.  In the event of an emergency which blocks US 52 and/or WV 75, the following action will be taken:

a.  &n= bsp;      One unit will block traffic at the intersection with County Route 1 at the Big Sandy River.     &= nbsp;             

 

b.=         = Eastbound and Northbound traffic at this point will be diverted North along County Ro= ute 1 to Kenova.

 

c.=         = One unit will block traffic at the intersection of WV 75 and County Route 7 (Sp= ring Valley Road), OR

 

d. =          One unit will block WV 75 at County= Route 3 and divert traffic North on County Route 3 to Ceredo.   

 

e. =         Qualified personnel or signs will direct diverted traffic in Huntington or Ceredo.

        =    

3.  In the event of an emergency along I‑64 the following action will be taken        

     depending on loc= ation:

        =    

        =     a.         One unit wi= ll block I‑64 at U.S. 23 in Kentucky.

 

b. =         Traffic will be diverted either through Ashland (West) to U.S. 52 then East to Huntington, or West on U.S. 23 to Cattletsburg, then East on US 60.

 

c. =         One unit will block I‑64 at U.S. 52 to Westbound traffic if the emergency= is West of that interchange or to Eastbound traffic if the emergency is East of that interchange.  In either c= ase traffic will be diverted into Kenova on WV 75 and then west or east along US 60.

1.  If west, traffic shall proceed to US 23, then South to I‑64

 

2.  If east, traffic shall proceed east along US 60 to the 17th Street West <= /o:p>

Area C:

1.  In the event of an emergency along WV 75 in Area C, the following action

 wi= ll be taken:

        =    

        =     a.     &nbs= p;   One unit will block eastbound traffic at County Route 3.

        =    

b. =         Traffic will be diverted north along County Route 7 to U.S. 60, then east to WV 527, then south to WV 152 and then south along WV 152, OR

 

c.=         = Eastbound traffic will be diverted south onto County Route 10 and then east along Cou= nty Route 12 to WV 152, and then north or south.

        =    

d.         One u= nit will block westbound traffic at WV 152.

 

e.=         = All westbound traffic will be diverted north along WV 152 to I‑64, then w= est to the WV 75 interchange.        =  

        =          

2.  In the event of an emergency along WV 152 in Area C, the following action will be taken:

        =    

        =     a.         One unit will block southbou= nd traffic at I‑64.

 

        =     b.         Southbound traffic shall be diverted as follows:

1.  West along I‑64 to 17th Street West, then west along US 60 to County Route 7  (Spring Valley Road), then = South to WV 75, then east to WV 152, then south.

 

        =             &nb= sp;  2.  East on I‑64 = to WV 10, then south to WV 37, then west on WV 37.

  &nbs= p;         c.         = One unit will block northbound traffic at WV 75.

 

        =     d.     &nbs= p;   Northbound traffic will be diverted west along WV 75 to I‑64,<= /p>

d.=         = Eastbound traffic will be diverted along WV 75 North to US 60, then East along US 60 = to 17th Street West onto I‑64 OR to WV 527 and then south = to I‑64 onto I‑64 East.

C.        ZONE 13

Bounded by WV 152, the = Cabell County line, the Lincoln County line and WV 37.

Zone 13 is subdivided into the following Areas:

Area D:  <= span style=3D'mso-tab-count:1'>        WV 152 on the West; County Route 17 on the East and Cabell County line on the<= span style=3D'mso-spacerun:yes'>        =             &nb= sp;      North.

 

Area E:  <= span style=3D'mso-tab-count:1'>         = WV 152 on the West; County Route 17 on the North; WV 37 on the South; Lincoln County line on the East.

2.  &n= bsp;      DIVERSION PROCEDURES

        =    

This zone is extremely = sparsely populated except for the areas along WV 152 and the Beechfork area. The only facility within this zone at which a major disaster could occur would be the Monterey Coal Mine located along County Route 25. However, no traffic diver= sion would be required except for local residents.

Area D:

1.  In case of an emergency along WV 152 between WV 75 and WV 37, the following action = will be taken:

        =    

        =     a.         One unit will block southbou= nd traffic at WV 75.

        =     b.         Southbound traffic will be diverted west along WV 75 to County Route 7 South, then South along County Route 7 to County Route 14/1, then South along County Route 19 to Wayne (See Zone 16 Map).

d.=         = Northbound traffic will be diverted along County Route 19 to County Route 14/1, then n= orth along County Route 14/1 to County Route 7, then north along County Route 7 = to WV 75, then East on WV 75 to WV 152.

NOTE:  <= span style=3D'mso-tab-count:1'>         = This diversion is not feasible for heavy trucks southbound and it may be necessa= ry simply to hold heavy trucks or to divert them West along WV 75 to U.S. 52 a= nd then South along U.S. 52. Northbound trucks can be diverted onto U.S. 52 No= rth at its intersection with WV 152 in the Southern end of Wayne County (See Zo= nes 15 and 16 Maps).

1.  In the event of an emergency along WV 152 between County Route 17 and WV 37, the following action will be taken:

        =    

        =     a.         One unit will block southbou= nd traffic at County Route 52/43.

 

        =     b.         Southbound traffic will be diverted South along County Route 52/43 back to WV 152, then North on WV 152 about 200 feet to County Route 52/44 (Asbury Road), then south on County Ro= ute 52/44 to Alternate WV 37, then onto WV 27. (See Zones 14 and 16 Maps).=

 

c.=         = One unit will block northbound traffic at WV 152 and County Route 52/44.

 

d.=         = Northbound traffic from WV 37 will be diverted onto Alternate WV 37, then north along County Route 52/44 (Asbury Road) to WV 152, then south about 200 feet on WV 152, to County Route 52/43 to WV 152, then north on WV 152 (See Zones 14 an= d 16 Maps).

2.  In the event an emergency occurs along WV 37, the following action will be taken:

        =     a.         One unit will block eastbound traffic at WV 152.

 

        =     b.         Eastbound traffic will be diverted south along WV 152 to County Route 30, then east on County Route 3= 0 to WV 37.

 

c.=         = If the emergency occurs East of the intersection of County Route 30 and WV 37, Eastbound traffic will be diverted south on WV 152 to US 52 to its intersec= tion with US 119 or north on WV 152 to I‑64, then east on I‑64 to WV= 10, then south on WV 10.

D.        ZONE 14

1.         DETAILED DESCRIP= TION

        =    

Bounded by WV 152, US 5= 2, the Mingo County line and WV 37.

        =    

Zone 14 is subdivided into the following areas:

        =    

Area F:  <= span style=3D'mso-tab-count:1'>         = WV 152 on the West; US 52 on the Southwest; the Mingo County line on the East; County Routes 41 and 35 on the North, back to WV 152.

Area G:  <= span style=3D'mso-tab-count:1'>        WV 152 on the West; County Routes 35 and 41 on the South; the Mingo County lin= e on the East; WV 37 on the North, back to WV 152.

NOTE:  <= span style=3D'mso-tab-count:1'>         = This Zone is extremely sparsely populated, and includes, for the most part, East Lynn Lake and Cabwaylingo State Forest. The Southwest edge of Zone 14 does include the Norfolk and Southern Railroad Right‑of‑Way and US 52 along the Tug Fork River, and this corridor has the potential for technolog= ical emergencies (for example, train derailments and chemical leaks or emissions).        =             &nb= sp;

1.  If an emergency occurs along WV 152 in Area F, the following action will be taken= :

        =     a.         One unit will block southbou= nd traffic at WV 37.

 

b.=         = Southbound traffic will then be diverted west along WV 37 (See Zone 15 Map) to US 52, = then south on US 52 to WV 152, and then south on WV 152.

c.         One u= nit will block northbound traffic at US 52.

d.=         = Northbound traffic will be diverted north along US 52 to WV 37 back to WV 152.

2.  If an emergency occurs along US 52 in Area F, the following action will be taken:=

        =     a.         A unit will block southbound traffic at WV 152 and US 52.

b.=         = Southbound traffic will be diverted at WV 37, except for local traffic, east onto WV 3= 7 to WV 10, then South on WV 10.

c.   &= nbsp;     A unit will block northbound traffic on US 52 at Kermit, WV.

d.=         = Northbound traffic will be diverted at Kermit, west onto KY Route 40, then onto KY Rou= te 645 at Inez, Kentucky, to US 23, then north on US 23 to I‑64, then ea= st or west as desired.

        =     a.         One unit will block southbou= nd traffic at the intersection of WV 75 and US 52.

 

        =     b.         Southbound traffic will be diverted as follows:

1.      North onto US 52/WV 75 to I‑64, then west = on I‑64 to US 23, then       

south on US 23 to Louisa, KY, then east onto WV 37 at Louisa (crossing the Big Sandy River), = then south onto US 52.

        =             &nb= sp;            =             &nb= sp;            =             &nb= sp;      OR=

2.  East onto WV 75 to WV 152, then south on WV 152 to WV 37, then west on WV 37 to = US 52, then south on US 52.

G. &n= bsp;      NORFOLK SOUTHERN RAILWAY

 

In case of an emergency which would block the Norfolk Southern Mainline in Zon= es 12, 14, 15 or 16, the proper officials of the railroad should be notified immediately so that scheduling changes can be made.

        =    

If the Norfolk Southern Railroad is already aware of the emergency or is the cause of the emergency (for example, a hazardous material leak or emission due to a derailment), i= ts officials

should contact appropri= ate coal officials in these areas immediately, as well as the appropriate

state and federal agency with relevant information.        =
