A. INTRODUCTION

AND PROCEDURES

By prior agreement of t= he City of Kenova, The Towns of Ceredo and Wayne, and by Wayne County, the initial response to an emergency will be made by on‑duty officers to the location, regardless of jurisdictional locale.
=
Officers
initially assigned outside their jurisdiction will be promptly relieved as =
soon
as officers within that jurisdiction become available.
=
First
response locations will be assigned by the Wayne County E‑911 Emergen=
cy
Center, based on available on‑duty officers (or other personnel)
regardless of agency. It will be the responsibility of the senior law
enforcement officer of the jurisdiction in which the emergency occurs to
relieve all outside agency officers as soon as possible.
=

bsp; ZONE
DESCRIPTIONS
=
Wayne County is broken = into five (5) Zones, (Numbers 12 through 16) based upon major roads (see Map). E= ach Zone is broken into areas, where logical based upon population centers and = Fire Districts, as well as major sites such as the Tri‑State Airport.
=
The
five Zones roughly divide the County into four (4) large quadrants and one =
(1)
smaller area encompassing populated area in the Northern part of Wayne Coun=
ty
(bounded by WV 75). Zones 13 and 14, in the Northeast and Southeast section=
s of
the County are relatively unpopulated and represent a low hazard potential
area. Zones 15 and 16, in the Northwest and Southwest sections of Wayne Cou=
nty,
including the Big Sandy River/Norfolk Southern Railroad/US 52 corridor,
represent higher hazard potential areas, but relatively low population. Zone
12, encompassing the Northern area of Wayne County and a small part of the =
Big
Sandy/Norfolk Southern corridors, represents both a higher hazard potential
area and higher population. Zone 12 also includes Interstate 64.

the event of an emergency situation in Area A, for example, an airliner cra=

on the runway of the airport, one unit will block traffic in‑coming on
Airport Road at its intersection with US 52. Airport officials should be
prepared to divert air traffic to Charleston, West Virginia, Cincinnati, Oh=
io,
or other airports. One unit will also block Walkers Branch Road at its entr=
ance
to the airport.

Area B: 1. In the
event of an emergency along County Route 1 between US 52 and the Kenova City
Limits, the following action will be taken:

a. One unit will block Northbou=
nd
traffic on County Route 1 at its intersection with US 52.
b. =
One
unit will block Southbound traffic at the Kenova City Limits (at US 60).

Northbound will be diverted along US 52/ WV 75.

will be diverted either through Ashland (West) to U.S. 52 then East to
Huntington, or West on U.S. 23 to Cattletsburg, then East on US 60.

unit will block I‑64 at U.S. 52 to Westbound traffic if the emergency=
is
West of that interchange or to Eastbound traffic if the emergency is East of
that interchange. In either c=

traffic will be diverted into Kenova on WV 75 and then west or east along US
60.

The only facility within this zone at which a major disaster could occur would be the Monterey Coal Mine located along County Route 25. However, no traffic diver= sion would be required except for local residents.

If the Norfolk Southern Railroad is already aware of the emergency or is the cause of the emergency (for example, a hazardous material leak or emission due to a derailment), i= ts officials
should contact appropri= ate coal officials in these areas immediately, as well as the appropriate
state
and federal agency with relevant information. =
