A.      = ;  INTRODUCTION

 

While many major facilities may have qualified personnel and equipment to resolve hazardous materials emergencies, other facilities with limited resources and equipment may have on site emergencies that they cannot resolve by themselves. While local emergency response organizations are receiving more and more hazardous materials emergency resolution training and are gradually equipping themselves with hazardous materials emergency resolution equipment, there are still limits to their c= apabilities in knowledge, clothing and equipment. Then to, in a high percentage of transportation hazardous materials emergencies there is a high possibility = of the need for assistance in the areas of specific knowledge of product and resolution of the emergency, along with specialized manpower and/or equipme= nt.

 


Information in other C/WLEPC plans and in the Ca= bell County and Wayne County Emergency Operations Plans will relate to this Spec= ial Hazardous Materials Emergency Assistance Plan, and, where appropriate, shou= ld be considered part of this plan. Likewise, this Special Hazardous Materials Emergency Assistance Plan, where appropriate, should be used in conjunction with other C/WLEPC plans and the Emergency Operations Plans of Cabell and W= ayne Counties.

 

B.        PURPOSE

 

For the above stated reasons this Chapter is presented so that the relevant emergency management personnel and emergency response Incident Commanders may be aware of the special hazardous materials emergency assistance available to the Cabell/Wayne Emergency Planning Distr= ict.

 

C.        COMMUNICATIONS

 

Requests for special hazardous materials emergen= cy assistance will be channeled from the Incident Commander through the appropriate Emergency Communications Center or Emergency Operations Room, o= nce the latter is operational.

 

D.        SPECIAL HAZARDOUS MATERIALS’ ASSISTANCE RESOURCES

 

Below are listed local area and national assista= nce resources from the private sector as well as federal government national and regional assistance resources, and State of WV assistance resources, along = with relevant information pertaining to area(s) of expertise, contact procedure,= and reasonable response time, where appropriate.

1.      =             Dupont Emergency Response Team.

            Telephone No. 1-800-44= 4-2043 or (304) 357-1000.

This team is based at Dupont’s Belle Plant. While it specializes in transportation type chemical emergencies involving Dupont products, it is available for other chemical emergencies through mutual aid requests and through the CMA Chemnet agreement. The response time normally would be with= in two hours depending upon the location within the C/WLEPD the emergency inci= dent occurs.

 


2.      =             Dow HELP Team.

 &= nbsp;          <= /b>Telephone No. 1-800-822-HELP.

This team is based in South Charleston, WV. While it specializes in transportation type chemical emergencies involving Dow Chemical products, i= t is available for other chemical emergencies through mutual aid requests and through the CMA Chemnet agreement. The response time would be within two ho= urs, depending on the location within the C/WLED the emergency incident occurs. =

 

3.&n= bsp;            = ;     BRENN Tag Mid-South Team.

        &= nbsp;   Telephone No. (304) 727-4378.

This team is based in St. A= lbans, WV area at the Brenn Tag Mid-South Chemical plant. It specializes in chlori= ne related transportation emergencies, but is available for assistance on any chlorine related emergencies through mutual aid requests and through the CMA Chemnet agreement. The response time normally would be within two hours depending on the location within the C/WLEPD the emergency incident occurs.=

 

4.      =             Marathon Petroleum Hazardous Material Emergency Response Team.

 &= nbsp;          <= /b>Telephone No. (606) 921-6282.

This team is based in Catlettsburg, Ky. While it specializes in hel= ping resolve

hazardous materials emergencies related to Marathon Ashland Petrole= um facilities and products, it is available for other hazardous material emergencies through mutual aid requests and through the CMA Chemnet agreeme= nt. The response time

normally would be within one hour, depending upon the location in t= he

C/WLEPD that the emergency incident occurs.

5.      =             PPG Industries Chlorine Emergency Response Team.

Telephone No. (304) 845-5300.

This team is based in St. Mary’s, WV. While it specializes in chlorine related transportation emergencies or PPG products, it is available for chlorine related emergencies through mutual aid requests and through CMA Chemnet agreement. The response time normally would be within three hours, = depending upon the location in the C/WLEPD that the emergency incident occurs.

 

6.      =             CHEMTREC (Chemical Transportation Emergency Center).

 &= nbsp;          <= /b>Telephone No. 1-800-424-9300.

This is a resource providing information and advice to emergency responders on a 24 hour basis from the Chemical Manufactures Association (C= MA) headquarters in Washington, DC for any chemical emergency. It provides immediate advice to callers on how to cope with chemicals involved in an emergency situation. It then notifies the shipper and/or manufacturer of the chemical involved so that the appropriate company can take the necessary action. Responsibility for further guidance including the dispatch of perso= nnel then passes to the shipper or manufacturer, whichever is appropriate. Respo= nse time would vary depending upon the initial location of the subject personne= l.

 =

        &= nbsp;           &nbs= p;   CHEMTREC serves as the communications center for the private sector’s emergency response system which includes major shippers, carriers and mutual aid grou= ps such as the Chlorine Emergency Plan and the Pesticide Safety Team Network.<= /p>

 

When the shipper or manufacturer is unknown CHEMTREC turns to other sources such as the US Department of Energy, the Association of American Railroads, trade associations, and professional groups.

 

CHEMTREC, through its = Hazard Information Transmission (HIT) program, can transmit a hard copy of the same chemical specific response information that is available by telephone voice message. This service is available only in chemical emergency situations. T= he Cabell County and Wayne County Emergency E-911 Communications Centers are enrolled in the HIT Program.

 

  &nbs= p;            &= nbsp;        CHEMTREC, also provides medical advice to physicians treating patients

  &nbs= p;            &= nbsp;        exposed to chemicals  by establishing a direct contact with chemical company

  &nbs= p;            &= nbsp;        medical personnel. Requests for this type of information will be channeled

  &nbs= p;            &= nbsp;        through Medbase.

7.      =             Operation Respond Emergency Information System (OREIS).

Telephone Number to stop railroad traffic 1-800-232-0146.

This is a railroad industry sponsored database which allows identit= y of the contents of a railroad car to be made through its software. OREIS can be activated by contacting the E-911 Emergency Communications Centers for Cabe= ll County or Wayne County as appropriate.

 

8.      =             CHEMNET.

 &= nbsp;          <= /b>Telephone No. 1-800-424-9300.

This is a mutual aid agreement between chemical producers and emerg= ency response contractors that allows parties to share emergency response capabi= lities in assisting local emergency response organizations. Response time for an emergency response contractor would depend upon the initial location of the appropriate contractor.

 

9.      =             National Response Team (NRT).

 &= nbsp;          <= /b>Telephone No. 1-800-424-8802.

This is a response team consisting of representatives of 14 federal government agencies and is the principal organization responsible for the implementation of the National Contingency Plan (NCP). If an emergency inci= dent of national significance were to take place in the C/WLEPD, the NRT would become available upon request of a federal On Site Coordinator (OSC) at the emergency Incident Command Post. In all likelihood this request would be a response assistance increase from Regional Response Team assistance discuss= ed in No. 11 below. At the time the NRT would be called in, the emergency inci= dent may already be under control of the State of West Virginia. Response time w= ould be a minimum of several hours.

 

10.      =         Federal Regional Response Team (FRRT).

 &= nbsp;          <= /b>Telephone No. (215) 566-3255.

This is a response team consisting of representatives of federal agencies in Region III and a representative from each state in the Region, including a representative from the WV Division of Environmental Protection= .

If an emergency incide= nt of significance takes place where the Regional Response Team would be of assistance to the Incident Commander, its help can be requested through the= RRT State of West Virginia representative or a federal On Site Coordinator. Response time would be a minimum of several hours except for the WV State government representative member.

= 11.      =         WVSERC Hazardous Materials Regional Response Team.

These six Regional Res= ponse Teams, including one sited in Huntington, are made up of qualified voluntee= rs from each region from emergency management, emergency communications, and emergency response organizations, as well as from health departments and hospitals. Each RRT is equipped with a state of the art mobile decontaminat= ion unit, mass casualty triage and treatment 50 bed field hospital, and incident command and communications unit.

 

E.         = CONCLUSION

 

While the first line of resolution of hazardous materials emergencies, beyond appropriate facility staff at fixed facilitie= s, is the local government and volunteer emergency responders, backed by local government emergency management, there are occasions when special hazardous materials emergency assistance would be beneficial. For this reason there should be no hesitancy on the part of the Incident Commander to request the assistance resources through the appropriate channels.            =
