Larry Lake, Chair called the meeting to order at 1:15 P.M.

 

Motion by Bill Willis and seconded by Mike Tatum to approve the Minutes of the October 4, 2006 Regular Meeting. Motion carried. 

 

The Financial Report was given by Sharon Ross, Assistant Treasurer and accepted as presented.

 

The Consultant’s Activity Report was given by Mr. Lydens and was accepted as information. 

 

Drill Planning Sub-Committee Report – The Chair reported that Drill Planning was in an idle mode since the Airport Drill. Bill Willis reported that the nuclear fuel spill will count as a drill for the LEPC.

Early Warning Signals Sub-Committee Report – The Chair reported that he may have found some partial funding sources for the ring-down system. May need to meet with the two county commissions to see if they are willing to share the additional cost.

 

Cabell/Wayne Homeland Security Committee Report – Bill Willis reported that they mostly talked about the Emmons Apartment fire and the upcoming April Drill at the Fire School. The Chair talked about the LEPC funding the VFD’s to attend training at the school. Next meeting agenda to have a committee to work on the possibility of making contributions to the VFD’s

 

Authorization for Application for WV SERC Administrative Grant – The Chair gave Mr. Lydens the authority to draft the grant application.

 

Appointment of Nominating Committee for Election of Officers – The Chair asked Bill Willis to Chair this committee and to get two other members to have recommendations for the April Meeting.

 

Proposed 2007 C/WLEPC Goals – Mr. Lydens explained. Motion by Mike Tatum and seconded by Bill Willis to approve the proposed 2007 Goals as presented. Motion carried

 

Proposed Five Year C/WLEPC Goals – Mr. Lydens explained. Motion by Mike Tatum and seconded by Bill Willis to approve the proposed Five Year Goals as presented. Motion carried.

 

Any Other Business – The Chair read a letter from the Tri-State Airport requesting that Kevin Price, Fire Chief become a member of the C/WLEPC, and a letter from Prestera Center requesting that Stephanie Smith become a member also. Motion by Bill Willis and seconded by Mike Tatum that we recommend to the respective County Commissions the nomination of appointment of Kevin Price, Wayne County Commission, and Stephanie Smith, Cabell County Commission. Motion carried.

 

Bill Willis spoke regarding a Shelter-In-Place incident in Wayne County. Some people still don’t know what to do. Discussion followed as to what we could do to educate people regarding this.

 

Larry Lake spoke regarding the Emmons Fire and the need for pastoral care for incidents of this nature. He asked the members if they knew of anyone that is a member of the ministerial association to bring it back to the next meeting.
